Article 3 of the above-mentioned decree provides: " the request for authorization must indicate the purpose of the sums or gifts to be collected as well as the names of the persons organizing the fund-raising or collection of contributions, and the date, duration and territorial limits of the fund-raising or collection of contributions " .
وتنص المادة 3 من القرار المذكور على ما يلي: " يجب أن ترد في طلب الترخيص وجهة المبالغ أو الهبات المزمع جمعها، فضلا عن أسماء الأشخاص الذين ينظمون جمع الأموال أو الاشتراكات، وتاريخها ومدتها والحدود الإقليمية التي ستتم ضمنها " .

Article 1 of the decree provides: " fund-raising, the collection of contributions, and appeals to the public for the collection of funds or gifts in kind for whatever purpose are prohibited in French Equatorial Africa, except where authorized by the Governor General, governors, or territorial or regional chiefs, depending on whether the operations envisaged concern the Federation as a whole, a territory or a region " .
وتنص المادة الأولى من ذلك القرار على ما يلي: " إن جمع الأموال والاشتراكات والنداءات الموجهة إلى العامة والهادفة إلى جمع الأموال أو الهبات العينية لأي هدف كان ممنوعة في أفريقيا الاستوائية الفرنسية، إلا بإذن من الحاكم العام أو المحافظين أو رؤساء الأقاليم أو المناطق، في حال كانت العمليات تهم الاتحاد كله أو إقليم أو منطقة " .
