As provided in paragraph 34 of decision 7, the Governing Council considered losses arising out of “[a]ctions by officials, employees or agents of the Government of Iraq or its controlled entities during that period in connection with the invasion or occupation” to be direct losses.
وكما هو منصوص عليه في الفقرة ٤٣ من المقرر ٧، رأى مجلس اﻹدارة أن الخسائر الناجمة عن " اﻹجراءات التي اتخذها المسؤولون أو الموظفون أو الوكلاء التابعون لحكومة العراق أو للكيانات التي كانت تسيطر عليها أثناء تلك الفترة وتتصل بالغزو أو بالاحتلال " هي خسائر مباشرة.

As previously noted, the Governing Council considers losses arising out of “[a]ctions by officials, employees or agents of the Government of Iraq or its controlled entities during that period in connection with the invasion or occupation” to be directlosses.Governing Council decision 7, para. 34(c).
وكما لوحظ سابقا، يعتبر مجلس اﻹدارة الخسائر الناجمة عن " اﻹجراءات التي اتخذها المسؤولون أو موظفون أو الوكلاء التابعون لحكومة العراق أو للكيانات التي كانت تسيطر عليها أثناء تلك الفترة وتتصل بالغزو أو بالاحتلال خسائر مباشرة)٩٣(.

The Panel noted that Governing Council decision 7 provided that losses arising out of " [a]ctions by officials, employees or agents of the Government of Iraq or its controlled entities during the period in connection with the invasion or occupation " should be considered as direct losses. / In this regard, the Panel found that:
ولاحظ الفريق عندئذ أن الخسائر الناجمة عن " الإجراءات التي اتخذها المسؤولون أو موظفون أو الوكلاء التابعون لحكومة العراق أو للكيانات التي كانت تسيطر عليها أثناء تلك الفترة وتتصل بالغزو أو بالاحتلال " ينبغي أن تعتبر من الخسائر المباشرة(59). وذكر الفريق في هذا الصدد ما يلي:

Some of those road traffic accidents could be considered the result of “actions by officials, employees or agents of the Government of Iraq or its controlled entities during that period [2 August 1990 to 2 March 1991] in connection with the invasion or occupation,” or of “the breakdown of civil order in Kuwait or Iraq during that period.”Decision 1, paragraph 18.
ورأى الفريق أن بعض هذه الحوادث يمكن اعتبارها نتيجة " اﻷفعال التي قام بها مسؤولون أو مستخدمون أو وكلاء لحكومة العراق أو للكيانات التي كانت تسيطر عليها خلال هذه الفترة ]٢ آب/أغسطس ١٩٩٠ الى ٢ آذار/مارس ١٩٩١[ وتتصل بالغزو أو بالاحتلال " أو نتيجة " انهيار النظام العام في الكويت أو العراق خلال تلك الفترة " )١٧(.

3. Reiterates that any administering or occupying Power that deprives the colonial peoples of the exercise of their legitimate rights over their natural resources or subordinates the rights and interests of those peoples to foreign economic and financial interests violates the solemn obligations it has assumed under the Charter of the United Nations;
٣ - تكرر تأكيد أن أية دولة قائمة باﻹدارة أو بالاحتلال تحرم الشعوب المستعمرة من ممارسة حقوقها المشروعة في مواردها الطبيعية، أو تقدم المصالح اﻷجنبية الاقتصادية والمالية على حقوق ومصالح تلك الشعوب، إنمــا تخرق بذلك الالتزامات الرسمية التي أخذتها على نفسها بموجب ميثاق اﻷمم المتحدة؛

3.
