The Protocol recognizes such needs by encouraging States parties to promote or strengthen development programmes and cooperation at the national, regional and international levels, taking into account the socio-economic realities of migration and paying special attention to economically and socially depressed areas.
ويسلّم البروتوكول بتلك الاحتياجات حيث يشجّع الدول الأطراف على أن تروّج أو تعزّز البرامج الانمائية والتعاون على الصعيد الوطني والاقليمي والدولي، مع مراعاة الواقع الاجتماعي الاقتصادي للهجرة وإيلاء اهتمام خاص للمناطق التي تعاني من كساد اقتصادي وركود اجتماعي.

تعتمد الدول الأطراف أو تعزّز تدابير تشريعية أو تدابير أخرى، مثل التدابير التعليمية أو الاجتماعية أو الثقافية، بوسائل منها التعاون الثنائي والمتعدد الأطراف، من أجل عدم تشجيع الطلب الذي يحفز جميع أشكال استغلال الأشخاص، التي تفضي إلى الاتجار، وبخاصة استغلال النساء والأطفال.

2. States Parties shall provide or strengthen training for law enforcement, immigration and other relevant officials in the prevention of trafficking in persons.
2- يتعين على الدول الأطراف أن توفر أو تعزّز تدريب موظفي انفاذ القانون وموظفي الهجرة وغيرهم من الموظفين ذوي الصلة على منع الاتجار بالأشخاص.

States, with the participation of the affected parties as appropriate, should develop or strengthen existing international measures to administer tenure rights that cross international boundaries. Where appropriate, they should coordinate with relevant regional bodies.
ويتعيّن على الدول، بمشاركة الأطراف المتضرّرين حيثما هو مناسب، أن تضع تدابير دولية، أو تعزّز التدابير الدولية القائمة لإدارة حقوق الحيازة التي تعبر الحدود الدولية، على أن تُنسَّق عند الاقتضاء مع الهيئات الإقليمية ذات الصلة.

(b) An increase in the number of countries establishing or strengthening operational capacity to enable forensic laboratories to provide scientific support to national authorities
(ب) ارتفاع عدد البلدان التي تبني قدراتها التنفيذية أو تعزّز ما يوجد لديها من هذه القدرات من أجل تمكين مختبرات الفحص الجنائي من توفير دعم علمي للسلطات الوطنية؛

On average, only 6 per cent of budgets were allocated to activities and indicators that broadly address women's needs or advance gender equality.

5. (f) Further urges States parties to take or strengthen measures, including through bilateral or multilateral cooperation, to improve the ability of law enforcement agencies to cooperate in investigations of trafficking in persons and smuggling of migrants;

(e) Each State party shall adopt or strengthen legislative or other measures, such as educational, social or cultural measures including through bilateral and multilateral cooperation, to discourage the demand that fosters all forms of exploitation of persons, especially women and children, that lead to trafficking;

Highlighting in particular the fact that, under the Trafficking in Persons Protocol, States are urged, inter alia, to take or strengthen measures, including through bilateral or multilateral cooperation, to alleviate the factors that make persons, especially women and children, vulnerable to trafficking, such as poverty, underdevelopment and lack of equal opportunities,

Its article 9, paragraph 5, states that States parties shall adopt or strengthen legislative or other measures, such as educational, social or cultural measures, including through bilateral and multilateral cooperation, to discourage the demand that fosters all forms of exploitation of persons, especially women and children, that leads to trafficking.

83. Under the terms of article 9 of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime, States parties are required to " adopt or strengthen legislative or other measures ... to discourage the demand that fosters all forms of exploitation of persons, especially women and children, that leads to trafficking " .
83- بموجب أحكام المادة 9 من بروتوكول منع وقمع ومعاقبة الاتجار بالأشخاص، وبخاصة النساء والأطفال، المكمل لاتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الوطنية، يتعين على الدول الأطراف أن " تعتمد ... أو تعزّز تدابير تشريعية أو تدابير أخرى ... من أجل عدم تشجيع الطلب الذي يحفز جميع أشكال استغلال الأشخاص، التي تفضي إلى الاتجار، وبخاصة استغلال النساء والأطفال " .

The Trafficking Protocol to the Transnational Convention Against Organized Crime, which has recently come into force, sets a critically needed international standard by requiring states parties to " adopt or strengthen legislative or other measures... to discourage the demand that fosters all forms of exploitation of persons, especially women and children, that leads to trafficking. "
ويشكل البروتوكول المتعلق بالاتجار بالأشخاص الملحق باتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة العابرة للحدود الوطنية، الذي دخل حيز النفاذ مؤخرا، معيارا دوليا تشتد إليه الحاجة ويشترط من الدول الأطراف " أن تعتمد أو تعزّز تدابير تشريعية أو تدابير أخرى ... من أجل صد الطلب الذي يحفز جميع أشكال استغلال الأشخاص، وبخاصة النساء والأطفال، مما يفضي إلى عملية الاتجار " .

Despite adequate language on gender equality in the text describing sectoral needs and approaches, on average just 4 per cent of budgets were allocated to outcomes and activities that address women's needs or advance gender equality.
