1. This Convention applies to arbitration between an investor and a State or a regional economic integration organization conducted on the basis of an investment treaty concluded before 1 April 2014 ( " investor-State arbitration " ).
1- تنطبق هذه الاتفاقية على التحكيم بين المستثمرين والدول أو منظمات التكامل الاقتصادي الإقليمية الذي يُجرى استنادا إلى معاهدة استثمارية مبرمة قبل 1 نيسان/أبريل 2014 ( " التحكيم بين المستثمرين والدول " ).

1. This Convention applies to arbitration between an investor and a State or a regional economic integration organization conducted on the basis of an investment treaty concluded before 1 April 2014 ( " investor-State arbitration " ).
1 - تنطبق هذه الاتفاقية على التحكيم بين المستثمرين والدول أو منظمات التكامل الاقتصادي الإقليمية الذي يُجرى استنادا إلى معاهدة استثمارية مبرمة قبل 1 نيسان/أبريل 2014 ( " التحكيم بين المستثمرين والدول " ).

That the secretariat would maintain two lists that clearly distinguish between Parties to the Convention and those States or regional economic integration organizations which have not yet ratified or acceded to the Convention, but which are participating under the interim PIC procedure.
أن تحتفظ الأمانة بقائمتين تميزان بوضوح بين الأطراف في الاتفاقية وتلك الدول أو منظمات التكامل الاقتصادي الإقليمية التي لم تقم بعد بالتصديق على الاتفاقية أو الانضمام إليها، والتي تشارك بموجب الإجراء المؤقت للموافقة المسبقة عن علم.

3. This Convention is open for accession by all States or regional economic integration organizations referred to in paragraph 1 which are not signatories as from the date it is open for signature.
3 - يُفتح باب الانضمام إلى هذه الاتفاقية أمام كلِّ الدول أو منظمات التكامل الاقتصادي الإقليمية المشار إليها في الفقرة 1 التي لم توقِّع عليها، وذلك ابتداءً من تاريخ فتح باب التوقيع عليها.

(c) Other States or regional economic integration organizations that have not signed the Convention, unless otherwise decided by the Conference;
(ج) الدول أو منظمات التكامل الاقتصادي الإقليمية الأخرى التي لم توقِّع على الاتفاقية، ما لم يقرر المؤتمر خلاف ذلك؛

It was furthermore said that the transparency convention was intended to address treaties existing prior to 1 April 2014, and that States or regional economic integration organizations concluding treaties after that date would be free to agree to apply the Rules on Transparency in conjunction with other arbitral rules or in ad hoc proceedings.
85- وقيل كذلك إنَّ المقصود من اتفاقية الشفافية هو أن تتناول المعاهدات القائمة قبل 1 نيسان/أبريل 2014، وإنَّ الدول أو منظمات التكامل الاقتصادي الإقليمية التي تبرم معاهدات بعد ذلك التاريخ ستكون لها حرية الموافقة على انطباق قواعد الشفافية في حال استخدام قواعد تحكيم أخرى أو في إجراءات التحكيم الظرفية.

1 - تحتفظ الأمانة بقائمتين تفرقان بوضوح بين الأطراف في الاتفاقية وبين تلك الدول أو منظمات التكامل الاقتصادي الإقليمية التي لم تصدق أو تنضم بعد إلى الاتفاقية ولكنها تشارك في الإجراء المؤقت للموافقة المسبقة عن علم أثناء فترة الانتقال؛

This Amendment shall enter into force on 1 January 2006 provided that at least twenty instruments of ratification, acceptance or approval of the Amendment have been deposited by States or regional economic integration organizations that are Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer.
1 - يبدأ نفاذ هذا التعديل في 1 كانون الثاني/يناير 2006، على أن يتم إيداع عشرين صكاً على الأقل من صكوك التصديق أو القبول أو الموافقة على هذا التعديل من جانب الدول أو منظمات التكامل الاقتصادي الإقليمية التي هي أطراف في بروتوكول مونتريال بشأن المواد المستنفدة لطبقة الأوزون.

8.4 " Parties " means those States or regional economic integration organizations (as defined in Article 1, paragraph 6 of the Convention) as to which this Protocol has entered into force in accordance with its terms.
