Accordingly, his delegation proposed that draft guideline 1.5.3 should read as follows: " The interpretation resulting from an interpretative declaration made in writing in respect of a bilateral or multilateral treaty or of certain provisions thereof by a State or an international organization party to the treaty and accepted in writing by all the other parties constitutes the authentic interpretation of the treaty " .
وعلى ذلك يقترح وفده بأن يصبح نص مشروع المبدأ التوجيهي 1-5-3 هو: " التفسير الناجم عن إعلان تفسيري مطروح كتابياً فيما يتعلق بمعاهدة ثنائية أو متعددة الأطراف أو ببعض أحكام من تلك المعاهدة ومقدم من جانب دولة أو منظمة دولية طرف في المعاهدة ومقبول كتابياً من جانب جميع الأطراف الأخرى يمثل التفسير الصحيح للمعاهدة " .

1. When making a notification of succession establishing its status as a party or as a contracting State to a treaty, a newly independent State may, in the conditions laid down in the relevant guidelines of the Guide to Practice, object to reservations formulated by a contracting State or State party or by a contracting organization or international organization party to the treaty, even if the predecessor State made no such objection.
1- عندما توجه الدولة المستقلة حديثاً إشعاراً بالخلافة يثبت صفتها كدولة متعاقدة أو طرف في معاهدة، فإنه يجوز لها، بالشروط المنصوص عليها في المبادئ التوجيهية ذات الصلة من دليل الممارسة، أن تعترض على تحفظات صاغتها دولة أو منظمة متعاقدة أو دولة أو منظمة دولية طرف في هذه المعاهدة، حتى وإن لم تكن الدولة السلف قد اعترضت عليها.
