4. Also urges Member States to take all necessary and effective measures, including legal reform, where appropriate, to prevent and respond to all forms of violence against children in contact with the criminal justice system as victims or witnesses or as children alleged as, accused of or recognized as having infringed the criminal law;
4- تحثُّ أيضاً الدولَ الأعضاء على اتخاذ جميع التدابير الضرورية والفعّالة، بما فيها تدابير الإصلاح القانوني، حسب الاقتضاء، من أجل منع جميع أشكال العنف ضد الأطفال المحتكّين بنظام العدالة الجنائية كضحايا أو شهود أو يُزعم انتهاكُهم للقانون الجنائي، أو يُتَّهمون بذلك، أو يَثبُت عليهم ذلك؛

(f) To facilitate the professional specialization or, at least, specialized training for judges and prosecutors dealing with children alleged as, accused of or recognized as having infringed the law.

Furthermore, the Meeting called on Member States and the relevant United Nations agencies to collect relevant information concerning children alleged as, accused of or recognized as having infringed criminal law, in particular children deprived of their liberty, so as to improve administration of justice for children.

(g) " Criminal justice system " refers to laws, procedures, professionals, authorities and institutions that apply to victims, witnesses and persons alleged as, accused of or recognized as having infringed the law;
(ز) يشير تعبير " نظام العدالة الجنائية " إلى القوانين والإجراءات والجماعات المهنية والسلطات والمؤسسات التي تتعامل مع الضحايا والشهود والأشخاص الذين يُدَّعى أنهم انتهكوا القانون أو يُتَّهمون بذلك أو يَثبُت عليهم ذلك؛

(i) " Diversion " refers to a process for dealing with children alleged as, accused of or recognized as having infringed criminal law as an alternative to judicial proceedings, with the consent of the child and the child's parents or legal guardian;
(ط) يعني تعبير " التحويل " عملية تَتَعامل مع الأطفال الذين يُدَّعى أنهم انتهكوا القانون الجنائي أو يُتهمون بذلك أو يَثبُت عليهم ذلك بدلاً من اللجوء إلى الإجراءات القضائية، وذلك بموافقة الطفل ووالديه أو الوصي عليه؛

(k) A " juvenile justice system " is comprised of laws, policies, guidelines, customary norms, systems, professionals, institutions and treatment specifically applicable to children alleged as, accused of or recognized as having infringed the law;
(ك) يتألَّف " نظام قضاء الأحداث " من قوانين، وسياسات، ومبادئ توجيهية، وقواعد عرفية، ونظم، ومجموعات مهنية، ومؤسسات، وهيئات علاجية تتعامل خصِّيصاً مع الأطفال الذين يُدَّعى أنهم انتهكوا القانون أو يُتَّهمون بذلك أو يَثبُت عليهم ذلك؛

(e) To facilitate professional specialization, or at least specialized training, for criminal justice professionals dealing with children alleged as, accused of or recognized as having infringed criminal law.
(ﻫ) تيسير سبل التخصص المهني، أو على الأقل التدريب المتخصِّص، للمهنيين العاملين في مجال العدالة الجنائية الذين يتعاملون مع الأطفال الذين يُدَّعى أنهم انتهكوا القانون الجنائي أو يُتهمون بذلك أو يَثبُت عليهم ذلك.

(c) " Children in contact with the justice system " refers to children who come into contact with the justice system as victims or witnesses, children alleged as, accused of or recognized as having infringed criminal law, or children who are in any other situation requiring legal proceedings, for example regarding their care, custody or protection, including cases involving children of incarcerated parents;
(ج) يشير تعبير " الأطفال المحتكُّون بنظام العدالة " إلى الأطفال الذين يحتكُّون بنظام العدالة باعتبارهم ضحايا أو شهوداً أو أطفالاً يُدَّعى أنهم انتهكوا القانون الجنائي أو يُتهمون بذلك أو يَثبُت عليهم ذلك أو إلى الأطفال الذين يوجدون في أيِّ وضع آخر يتطلَّب اتخاذ إجراءات قضائية، فيما يخص مثلاً الاعتناء بهم أو رعايتهم أو حمايتهم، بما في ذلك الحالات التي تنطوي على أطفال لآباء معتقلين؛
