ويجوز أن يسمح بحضور أية هيئة أو وكالة وطنية كانت أو دولية، حكومية أو غير حكومية، مؤهلة في مسائل تشملها الاتفاقية، إذا أبلغت الأمانة برغبتها في أن تمثل في أي اجتماع لمؤتمر الأطراف بصفة مراقب، ما لم يعترض على ذلك ثلث الأطراف الحاضرة على الأقل.

To apply for admission as an observer at meetings of the Rotterdam Convention bodies (i.e., the Conference of the Parties and, as appropriate, the Chemical Review Committee), any interested body or agency should complete the present application form and send it, along with supporting documents, to brs@brsmeas.org at least one month prior to the commencement date or opening of the meeting in question.
يتعين على أية هيئة أو وكالة ترغب في أن تكون ممثلة بصفة مراقب في هيئات اجتماعات اتفاقية روتردام (أي اجتماعات مؤتمر الأطراف، أو اجتماعات لجنة استعراض المواد الكيميائية حسب الاقتضاء)، ملء استمارة الطلب هذه وإرسالها، مشفوعة بالمستندات الداعمة إلى brs@brsmeas.org، قبل شهر واحد على الأقل من تاريخ بدء أو افتتاح الاجتماع المعني.
