“(1) The Registrar General shall not refuse to order that a society be registered under this Act unless:

وهذا يؤدي إلى عدم مشروعية تأسيس أي جمعية تقوم على أهداف أو أغراض تمس بمبدأ المساواة وعدم التفرقة الذي يقوم عليه المجتمع البحريني.

53. Persons belonging to minorities are entitled, in the same way as other members of society, to set up any association they may wish.
53- ويحق للأشخاص المنتمين إلى الأقليات، شأنهم في ذلك شأن أفراد المجتمع الآخرين، أن ينشئوا أي جمعية يرغبون فيها.

II. The Municipality of Kuwait prohibits the granting to any association or committee of a construction permit or of authorization to rent any building, real estate or premises in the State of Kuwait in connection with the collection of donations, other than with the prior approval of the Ministry of Social Affairs and Labour.
ثانيا - تقوم بلدية الكويت بحظر منح أي جمعية أو لجنة ترخيص بناء أو استئجار مبان أو عقار أو مواقع داخل دولة الكويت تتعلق بجمع التبرعات إلا بعد الحصول على موافقة مسبقة من وزارة الشؤون الاجتماعية والعمل.

ويتم تسجيل أي جمعية في غضون شهر من إيداع إقرار يوقع عليه ثلاثة على اﻷقل من أعضاء مجلس ادارة الجمعية المزمع إنشاؤها، ووثيقة تبيﱢن تشكيل الاجتماع التأسيسي ومحضر وقائعه، والصك التأسيسي، ووثيقة تثبت سداد مصروفات التسجيل.

Article 75 (5) provides that when an association is dissolved by judgment, its capital, documents, protocols etc. may be confiscated.
وتنص المادة 75 (5)، على مصادرة رأسمال أي جمعية يجري حلها بقرار من المحكمة ومصادرة وثائقها وبروتوكولاتها وما إلى ذلك.

19. Article 47 of Act No. 10/92/ADP on freedom of association provides that, once it is established that an association has an illicit purpose or goal, especially the justification or practice of racial discrimination and xenophobia, it can be dissolved.
19 - وتنص المادة 47 من القانون رقم 10/92/ADP بشأن حرية تكوين الجمعيات على أنه يجوز حل أي جمعية متى ما ثبت أن لها غرضا أو هدفا غير مشروع، لا سيما تبرير أو ممارسة التمييز العرقي أو كراهية الأجانب.

“(2) The Registrar General upon application by a society may order that the society be registered or may refuse to make such an order in pursuance of the provisions of section 7.
" )٢( يجوز للمسجل العام، عندما تقدم أي جمعية طلباً في هذا الخصوص، أن يأمر بتسجيل الجمعية أو يجوز له رفض إصدار هذا اﻷمر عملاً بأحكام المادة ٧.

“(2) If a society is registered in conflict with the provisions of subsection (1), the Registrar General may notify the society of that conflict, and the society shall within 30 days after the date of that notice make such changes as may be necessary to remove the conflict unless otherwise ordered by a court of competent jurisdiction.
" )٢( إذا سجلت أي جمعية بطريقة تتعارض مع أحكام الفرع )١( من هذه المادة، يجوز للمسجل العام أن يخطر الجمعية بهذا التعارض، وتقوم الجمعية في غضون ثلاثين يوماً بعد تاريخ هذا اﻹخطار بإجراء ما قد يلزم من تغييرات أو بإزالة التعارض ما لم تأمرها بخلاف ذلك محكمة ذات ولاية قضائية مختصة.

However, article 1.2 of the act stipulates that the aims of all associations must be legitimate and non-profit.
وينص القانون في المقابل في المادة 1-2 على أن الغاية من نشاط أي جمعية ينبغي أن يكون مشروعا وتنتفي عنه طلب الربح.
