"
" (و) يُقصد بتعبير " موظف عمومي " أي موظف في الفرع التشريعي أو التنفيذي أو الاداري أو القضائي أو العسكري للحكومة، سواء أكان منتخبا أم غير منتخب، وأي شخص يؤدي وظيفة عمومية أو وظيفة لدى منشأة عمومية أو مختلطة أو لدى مصلحة مستقلة، وأي موظف أو وكيل لمنظمة دولية عمومية. "

(b) The investigation shall in each case indicate the responsibility, if any, attaching to any official of UNHCR for the loss.
