14. Regarding the promotion of mitigation actions by entities with mitigation targets, the general view was that the effectiveness of market-based mechanisms depends significantly on the mitigation targets that are set: in a system with ambitious caps, they have a strong effect in promoting mitigation actions; in a system with less ambitious caps, they have a weaker effect.
14- ففيما يتعلق بتعزيز إجراءات التخفيف التي تضطلع بها الكيانات التي تقع عليها أهداف تخفيف، ساد رأي مؤداه أن فعالية الآليات القائمة على السوق تتوقف بدرجة كبيرة على ما يحدَّد من أهداف تخفيف؛ فأثرها قوي من حيث تعزيز إجراءات التخفيف في نظام له أسقف طموحة، وأضعف في نظام له أسقف أقل طموحاً.

It was noted that market-based mechanisms, while not the only solution, can provide considerable incentives and support for such mitigation actions in developing country Parties, emphasizing that such mitigation actions cannot be expected to occur in their absence.

29. Given that mitigation actions in the energy sector were of interest to many Parties, the role of fossil fuels in the context of mitigation actions was discussed both in Parties' submissions and in workshop presentations.

37. Appendix I to decision 1/CP.16 provides guidance and safeguards to be followed when implementing the mitigation actions in the forest sector called for in the decision.

74. Parties provided their views on challenges in and barriers to the implementation of mitigation actions in the agriculture sector, including the lack of financial resources for the development and transfer of environmentally sound technologies.

Developing country Parties should, in accordance with the provisions contained in decision -/CP.15 (REDD-plus2), contribute to mitigation actions in the forest sector by undertaking the following activities:

The development of low-carbon strategies and the implementation of mitigation actions of developing country Parties will, as appropriate, be supported by financing, technology, and capacity-building, as set forth in Section 4 and Appendix 3.
