320. There is no reason to take a different approach with respect to reactions to such interpretative declarations and it would be inappropriate to impose more stringent formal requirements on them than on the interpretative declarations to which they respond.

5. Fortunately, on this point, the Committee did not assume such a position, which, for the sake of fulfilling mere formalities and with a total disregard for the circumstances surrounding the case, would have ended up undermining the object and purpose of the Covenant and its Protocol.
