2. The international community has long recognized that the issue of forced evictions is a serious one.

In this regard, the Committee refers the State party to its general comment No. 7 (1997) on forced evictions.

3. The use of the term " forced evictions " is, in some respects, problematic.

The international community, especially in the context of the Commission on Human Rights, has opted to refer to " forced evictions " , primarily since all suggested alternatives also suffer from many such defects.
وقد اختار المجتمع الدولي، وخاصة في سياق لجنة حقوق الإنسان، الإشارة إلى " حالات إخلاء المساكن بالإكراه " وذلك، بالدرجة الأولى، لأن جميع البدائل المقترحة بها عيوب كثيرة من هذا النوع.

The prohibition on forced evictions does not, however, apply to evictions carried out by force in accordance with the law and in conformity with the provisions of the International Covenants on Human Rights.

31. The Committee is concerned about the reportedly growing number of forced evictions in Senegal, especially in Dakar.

18. In this regard, the Committee considers that instances of forced eviction are prima facie incompatible with the requirements of the Covenant and can only be justified in the most exceptional circumstances, and in accordance with the relevant principles of international law.
