Each Party included in Annex I or acting under Article 10 shall, by 200[_], establish a national system for the accurate estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.
١- يقوم كل طرف مدرج في المرفق اﻷول أو يعمل بموجب المادة ٠١، بحلول عام ] [ ٠٠٢، بإنشاء نظام وطني للتقدير الدقيق للانبعاثات البشرية المصدر بحسب مصادرها وعمليات إزالتها بالبواليع جميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال.

Each Party included in Annex I [or acting under Article 10] shall have in place, [no later than one year prior to the start of the first budget period,] a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.

Have extensive experience in the preparation of greenhouse gas inventories (of emissions by sources and removals by sinks) and/or the management of national institutional arrangements for greenhouse gas inventory preparation;
(أ) أن تتوفر لديهم خبرة واسعة في إعداد قوائم جرد غازات الدفيئة (للانبعاثات بحسب المصادر وعمليات إزالتها بالبواليع) و/أو إدارة الترتيبات المؤسسية الوطنية لإعداد قوائم جرد غازات الدفيئة؛

3. Methodologies for estimating anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol shall be those accepted by the Intergovernmental Panel on Climate Change and agreed upon by the Conference of the Parties at its third session.
3- تكون منهجيات تقدير الانبعاثات البشرية المصدر بحسب المصادر وعمليات إزالتها بالبواليع لجميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال هي تلك التي تقبلها الهيئة الحكومية الدولية المعنية بتغير المناخ ويوافق عليها مؤتمر الأطراف في دورته الثالثة.

NAMA units shall be issued to the Party following the verification of the Party's actual reductions in emissions and/or removals by sinks within the sector boundary relative to the threshold.
أ) تُصدر للطرف وحدات إجراءات التخفيف الملائمة وطنياً بعد التحقق من تخفيضاته الفعلية من الانبعاثات و/أو إزالتها بالبواليع ضمن حدود القطاع بالقياس إلى الحد الأدنى؛

1. Each Party included in Annex I shall have in place, no later than one year prior to the start of the commitment period referred to in Article 3, paragraph 1 (a), a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.

Each Party which has its greenhouse gas emission intensity targets inscribed in Annex C shall have in place, no later than one year prior to the start of the commitment period referred to in Article 3, paragraph 1 (a), a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.
2- ينشئ كل طرف قُيدت في المرفق جيم الأهداف الخاصة به لكثافة انبعاثات غازات الدفيئة، قبل بدء فترة الالتزام المشار إليها في الفقرة 1(أ) من المادة 3 بسنة واحدة على الأقل، نظاماً وطنياً لتقدير الانبعاثات البشرية المصدر بحسب المصادر وعمليات إزالتها بالبواليع من جميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال.

(a) For the purpose of meeting its commitments under Article 3, paragraph 1, any Party included in Annex I may transfer to, or acquire from, any other such Party emission reduction units resulting from projects aimed at reducing anthropogenic emissions by sources or enhancing anthropogenic removals by sinks of greenhouse gases in any sector of the economy, provided that:

(a) For the purpose of meeting its commitments under Article 3, paragraph 1, any Party included in Annex I may transfer to, or acquire from, any other such Party emission reduction units resulting from projects aimed at reducing anthropogenic emissions by sources or enhancing anthropogenic removals by sinks of greenhouse gases in any sector of the economy, provided that:
(أ) يجوز لأي طرف مدرج في المرفق الأول، لغرض الوفاء بالتزاماته بموجب الفقرة 1 من المادة 3، أن ينقل إلى طرف آخر، أو يحوز منه، وحدات خفض انبعاثات ناجمة عن مشاريع ترمي إلى خفض الانبعاثات من غازات الدفيئة البشرية المنشأ بحسب المصادر أو تعزيز عمليات إزالتها بالبواليع في أي قطاع من قطاعات الاقتصاد، على أن ذلك مشروط بما يلي:

(a) Elaborate methods to account for changes in carbon stocks and emissions by sources and removals by sinks resulting from activities under Article 3.3 and 3.4 of the Kyoto Protocol on the basis of the Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories and taking into consideration all guidance contained in the annex to draft decision -/CMP.1;
(أ) وضع طرق لحساب التغييرات في أرصدة الكربون والانبعاثات بحسب المصادر وعمليات إزالتها بالبواليع الناتجة عن الأنشطة بموجب المادة 3-3 و3-4 من بروتوكول كيوتو وذلك استناداً إلى المبادئ التوجيهية المنقحة لعام 1996 التي وضعتها الهيئة الحكومية الدولية المعنية بتغير المناخ بشأن قوائم الجرد الوطنية للانبعاثات من غازات الدفيئة وآخذة في الحسبان جميع ما ورد من توجيهات في مرفق مشروع المقرر -/إم أ-1؛

Ensure that any recalculations of previously submitted estimates of anthropogenic GHG emissions by sources and removals by sinks are prepared in accordance with the IPCC good practice guidance and relevant decisions of the COP and/or COP/MOP;
(ه) ضمان أن تجري عملية إعادة حساب التقديرات المقدمة من قبل بشأن الانبعاثات من غازات الدفيئة البشرية المنشأ بحسب مصادرها وعمليات إزالتها بالبواليع وفقاً لإرشادات الممارسة الجيدة التي وضعتها الهيئة الحكومية الدولية المعنية بتغير المناخ والمقررات ذات الصلة لمؤتمر الأطراف و/أو مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في بروتوكول كيوتو؛
