Any reference in this Agreement to " Governments " shall be construed as including the European Community and any other intergovernmental organization having responsibilities in respect of the negotiation, conclusion and application of international agreements, in particular commodity agreements.
1- تفسر أي إشارة في هذا الاتفاق إلى " الحكومات " على أنها تشمل الجماعات الأوروبية وأية منظمة حكومية دولية أخرى ذات مسؤوليات أخرى تتعلق بالتفاوض على اتفاقات دولية وعقدها وتنفيذها، ولا سيما الاتفاقات السلعية.

Accordingly, any reference in this Agreement to signature, ratification, acceptance or approval, to notification of provisional application or to accession shall, in the case of such intergovernmental organizations, be construed as including a reference to signature, ratification, acceptance or approval, to notification of provisional application or to accession by such intergovernmental organizations.

5. Any reference in this Agreement to " a Government " or " Governments " shall be construed as including the European Union and any intergovernmental organization having comparable responsibilities in respect of the negotiation, conclusion and implementation of international agreements, in particular commodity agreements.
5- تُفسَّر أي إشارة في هذا الاتفاق إلى " حكومة " أو " حكومات " بأنها تشمل الاتحاد الأوروبي وأي منظمة حكومية دولية لها مسؤوليات مشابهة في التفاوض على الاتفاقات الدولية وعقدها وتنفيذها، لا سيما الاتفاقات المتعلقة بالسلع الأساسية.
