36. GEF grants made available within the framework of the financial mechanism of the Convention conform with the eligibility criteria set forth by the Conference of the Parties.
٦٣- تتفق مِنَح مرفق البيئة العالمية المتاحة في إطار اﻵلية المالية للاتفاقية مع معايير اﻷهلية التي حددها مؤتمر اﻷطراف.

If the funding available under the financial mechanism of the Convention remains at its current level and continues to rely mainly on voluntary contributions, it will not be sufficient to address the future financial flows estimated to be needed for mitigation.
وإذا ما بقي التمويل المتاح في إطار الآلية المالية للاتفاقية في مستواه الحالي وتواصل اعتماده بصورة أساسية على التبرعات، فإنه لن يكون كافياً للوفاء بالتدفقات المالية المستقبلية التي يُرى أن مهمة التخفيف ستتطلبها.

The Adaptation Committee, pointed out many Parties, should have close linkages with institutional arrangements under the financial mechanism that support adaptation actions.
37- قال العديد من الأطراف إن لجنة التكيف ينبغي أن تقيم روابط وثيقة مع الترتيبات المؤسسية في إطار الآلية المالية التي تدعم إجراءات التكيف.

50. The Conference of the Parties shall adopt modalities and procedures for the operation of the [M][m]echanism [under the financial mechanism] referred to in paragraph 49 above.

2. Invites further the GEF to take note of the following conclusion of the Committee with respect to activities undertaken outside the framework of the financial mechanism:

Additionality to financial obligations of Parties included in Annex II to the Convention within the framework of the financial mechanism as well as to current official development assistance flows;

C2 Joint implementation activities shall be financed independently of the obligations of the Parties within the framework of the financial mechanism and of the technical assistance pursuant to Articles 4.3, 4.4 and 4.5 of the Convention; official development assistance (ODA) should not be used to finance joint implementation activities;

Within the framework of the financial mechanism:

Extent to which programmes and projects approved under the financial mechanism have facilitated the implementation of the technology transfer provisions under Articles 10 and 10A of the Montreal Protocol and related decisions of the Parties, taking into account the geographical origin by region of technology provided in representative sample of projects
مدى دور البرامج والمشاريع المعتمدة في إطار الآلية المالية في تيسير تنفيذ الأحكام الخاصة بنقل التكنولوجيا بموجب المادتين 10 و10 ألف من بروتوكول مونتريال والمقررات ذات الصلة الصادرة عن الأطراف، مع مراعاة المنشأ والمنطقة الجغرافية للتكنولوجيا المقدمة في عينة ممثلة من المشاريع

If the funding available under the financial mechanism of the Convention remains at its current level and continues to rely mainly on voluntary contributions, it will not be sufficient to address the estimated future financial flows for mitigation and adaptation.
87- وإذا ظل التمويل المتاح في إطار الآلية المالية للاتفاقية عند مستواه الحالي واستمر في الاعتماد بشكل رئيسي على التبرعات، فإنه لن يكفي لتلبية الاحتياجات المقدرة من التدفقات المالية التي ستلزم في المستقبل لأنشطة تخفيف الآثار والتكيف.

49. To establish a [M][m]echanism [under the financial mechanism] to record [voluntary] nationally appropriate mitigation actions [for][, including those that are domestically funded and those] which developing countries are seeking support and to facilitate [matching][channeling of finance] and recording of support by developed country Parties for each of those actions.
49- أن يُنشى [آلية [في إطار الآلية المالية] لتسجيل إجراءات التخفيف [الطوعية] الملائمة وطنياً [، بما فيها الإجراءات الممولة والمدعومة محلياً] التي تلتمس البلدان النامية الأطراف دعماً لها ولتيسير [مطابقة] [توجيه التمويل] وتسجيل الدعم المقدَّم من البلدان المتقدمة الأطراف لكل إجراء من هذه الإجراءات.

(ii) Extent to which programmes and projects approved under the financial mechanism have facilitated the implementation of the technology transfer provisions under Articles 10 and 10A of the Montreal Protocol and related decisions of the Parties, taking into account the geographical origin by region of technology provided in a representative sample of projects;

If a Party has an approved project under the Clean Development Mechanism to control HFC-23 byproduct emissions for a facility or production line, then that facility or production line would not be eligible for support under the financial mechanism under Article 10 of this Protocol until the facility or production line is no longer covered by a Clean Development Mechanism project. "
وإذا كان لدى الطرف مشروع موافَق عليه بموجب آلية التنمية النظيفة من أجل السيطرة على الانبعاثات الثانوية من الكربون الهيدروفلوري - 23 من مرفق أو خط إنتاج، فإن هذا المرفق أو خط الإنتاج لن يكون مؤهلاً للحصول على دعم في إطار الآلية المالية المنشأة بموجب المادة 10 من هذا البروتوكول إلى أن يحين الوقت الذي لا يصبح فيه المرفق أو خط الإنتاج مشمولاً بمشروع آلية التنمية النظيفة.``

GEF grants for activities within a focal area addressed by a convention referred to in paragraph 6 but outside the framework of the financial mechanism of the convention, shall only be made available to eligible recipient countries that are party to the convention concerned.
ولا تتاح منح المرفق لأنشطة ضمن مجال تركيز تتناوله اتفاقية مشار إليها في الفقرة 6 ولكنها خارج إطار الآلية المالية للاتفاقية، إلا للبلدان المؤهلة للحصول عليها التي هي طرف في الاتفاقية المعنية.

In cases of multiple sources of funding, it appears important that reports describe financial additionality with regard to the financial obligations of Annex II Parties within the financial mechanism and current official development assistance flows.
