2. The work under programme element III.2 is guided by the decisions taken by the Commission on Sustainable Development at its third session in April 1995 and further elaborated by the Panel at its first session in September.

It also emphasized that actions under this programme element needed to be coordinated with action under the Convention on Biological Diversity, the United Nations Framework Convention on Climate Change and the United Nations Convention to Combat Desertification.

15. As already noted above, the challenge for IFF under this programme element during its third session is to identify possible elements as a first step in working towards consensus on international arrangements and mechanisms, such as a legally binding instrument on all types of forests.

It also emphasized that actions under this programme element needed to be [coordinated with] [supportive of] actions, inter alia, under the Convention on Biological Diversity, the United Nations Framework Convention on Climate Change, and the United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, particularly in Africa.

A number of delegations felt that final conclusions and proposals for action under this programme element would need to take into account conclusions and proposals for action under programme element V.2, to be considered at the fourth session of the Panel, since many of the issues are closely interrelated.

3. The background discussion of programme element III at the second session of IFF resulted in a Co-Chairmen’s summary as part of the report of the second session (see E/CN.17/IFF/1998/14, sect. III), which reiterated the importance of the Forest Principles, as well as other processes, instruments and initiatives, in guiding IFF work under this programme element.
