وإذ تشير أيضاً إلى قرار الجمعية العامة 54/113 المؤرخ 10 كانون الأول/ديسمبر 1999 بشأن سنة الأمم المتحدة للحوار بين الحضارات وإلى إعلان البرنامج العالمي للحوار بين الحضارات الصادر عن الجمعية العامة في قرارها 56/6 المؤرخ 9 تشرين الثاني/نوفمبر 2001،

Recalling with satisfaction the proclamation of the Global Agenda for Dialogue among Civilizations, bearing in mind the valuable contribution that dialogue among civilizations can make to an improved awareness and understanding of the common values shared by all humankind,
وإذ تشير مع الارتياح إلى إعلان البرنامج العالمي للحوار بين الحضارات()، وتضع في اعتبارها الإسهام القيم الذي يمكن أن يقدمه الحوار بين الحضارات في تحسين الوعي بالقيم المشتركة بين البشرية جمعاء وفهمها،

However, a number of countries report not to have used this international framework as an opportunity to increase implementation of human rights education in their school systems; national action appears to have been occurring somewhat independently of the proclamation of the World Programme.

وفي إعلان البرنامج العالمي للتثقيف في مجال حقوق الإنسان يتجلى الإدراك المتزايد لكون التثقيف في مجال حقوق الإنسان جوهريا لبناء ثقافة عالمية تحترم حقوق الإنسان ولحماية أجيال المستقبل من انتهاك هذه الحقوق.

35 - وأردف قائلا إن التثقيف في مجال حقوق الإنسان ينبغي أن يكون عنصرا حاسما في تنفيذ صكوك حقوق الإنسان على الصعيد الوطني وإن إعلان البرنامج العالمي للتثقيف في مجال حقوق الإنسان الذي يعكس تزايد الإدراك بأنه ضروري لبناء ثقافة عالمية تقوم على احترام حقوق الإنسان.
