An express statement by one State with regard to another that it intends to submit a dispute to an international judicial or diplomatic organ, or any other international body, for consideration with a view to resolving it or bringing the parties closer together;

37. Under international law, the rights of a coastal State over the continental shelf do not depend on occupation, effective or notional, or on any express proclamation.
37 - بموجب القانون الدولي، لا تتوقف حقوق الدولة الساحلية على الجرف القاري على احتلال، فعلي أو حكمي، ولا على أي إعلان صريح.

88. Several delegations stated that, as provided for in article 77, paragraph 3, of the Convention, the rights of the coastal State over the continental shelf do not depend on occupation, effective or notional, or on any express proclamation.
88 - وذكرت عدة وفود أن حقوق الدولة الساحلية التي تطل على الجرف القاري، وفقا لما تنص عليه الفقرة 3 من المادة 77 من الاتفاقية، لا تعتمد على شكل المكان، فعليا أو نظريا، أو على أي إعلان صريح.

In order to address this, it was considered appropriate to include a paragraph in the draft resolution on oceans and the law of the sea that refers to article 77, paragraph 3, of the Convention and spells out that the rights of the coastal State over the continental shelf do not depend on occupation, effective or notional, or on any express proclamation.
ولمعالجة هذا ارتئي من المناسب تضمين فقرة في مشروع القرار بشأن المحيطات وقانون البحار تشير إلى الفقرة 3 من المادة 77 من الاتفاقية، وتنص على أن حقوق الدول الساحلية في جرفها القاري لا تتوقف على احتلال، فعلي أو حُكمي، ولا على أي إعلان صريح.

On the other hand, it is more relevant than ever to remind all States that the work of the Commission consists in drawing the limit of the shelf, not in establishing the rights of the coastal State, and that article 77, paragraph 3, of the Convention provides that the rights of the coastal State over the continental shelf do not depend on occupation, effective or notional, or on any express proclamation.
ومن جهة أخرى، بات أكثر أهمية من أي وقت آخر تذكير جميع الدول بأنّ عمل اللجنة يتكوّن من رسم حدود الجرف، وليس إرساء حقوق الدول الساحلية، وأنّ المادة 77، الفقرة 3 من الاتفاقية تنصّ على أنّ حقوق الدول الساحلية في الجرف القارّي لا تعتمد على الاحتلال، سواء كان فعلياً أو نظرياً، ولا على أيّ إعلان صريح.

109. In connection with article 77(3) of the Convention, it was observed that the rights of a coastal State over the continental shelf did not depend on occupation or any express proclamation.
109 - وفي ما يتعلق بالمادة 77 (3) من الاتفاقية، لوحظ أن حقوق الدولة الساحلية على الجرف القاري لا تتوقف على احتلال ولا على أي إعلان صريح.

Bangladesh should like to reaffirm its strong position that, in accordance with article 77, paragraph 3, of the Convention, " the rights of the coastal State over the continental shelf do not depend on occupation, effective or notional, or any express proclamation " .
وبناء على الفقرة 3 من المادة 77، تود بنغلاديش أن تؤكد من جديد موقفها القوي بأنه " لا تتوقف حقوق الدول الساحلية على الجرف القاري على احتلال فعلي أو حكمي ولا على أي إعلان صريح " .

72. Some delegations noted that, even though article 4 of Annex II to the Convention establishes that a coastal State shall make a submission as soon as possible but in any case within 10 years of the entry into force of the Convention for that State, in accordance with article 77 of the Convention, the rights of the coastal State over the continental shelf do not depend on occupation, effective or notional, or on any express proclamation.
72 - وأشارت بعض الوفود إلى أنه برغم أن المادة 4 من المرفق الثاني من الاتفاقية تنص على أن من واجب دولة ساحلية أن تقدم طلبا في أقرب وقت ممكن، أو على أي حال في غضون 10 سنوات من دخول الاتفاقية حيز التنفيذ بالنسبة لتلك الدولة، فإن حقوق الدولة الساحلية في الجرف القاري، وفقا للمادة 77 من الاتفاقية، لا تتوقف على احتلال, فعلي أو تقديري, ولا على أي إعلان صريح.

Moreover, I would like yet again to recall that the work of the Commission has to do with the demarcation of the limit already established in article 76 of the Convention, not with the rights of the coastal State, and that article 77, paragraph 3, of the Convention provides that " The rights of the coastal State over the continental shelf do not depend on occupation, effective or notional, or on any express proclamation " .

A non-party State may, however, by an express declaration deposited with the Registrar of the Court, agree that the Court has jurisdiction in respect of the acts that it specifies in the declaration.
بيد أنه يمكن لدولة غير طرف أن توافق بواسطة إعلان صريح تودعه لدى مسجل المحكمة، على أن للمحكمة ولاية فيما يتعلق باﻷفعال التي تحددها في إعلانها هذا.
