I stress that the Tashkent Declaration on Fundamental Principles for a Peaceful Settlement of the Conflict in Afghanistan, adopted in July 1999 by the members of the Six plus Two group set up under United Nations auspices, remains timely and able to serve as the basis for negotiations among the main rival parties.

The Government of Uzbekistan also appeals to the States members of the " 6+2 " Group which signed the Tashkent Declaration to observe their commitments not to render military assistance to any Afghan party, prevent their territories from being used for such purposes and utilize all available opportunities to prompt the parties to the conflict to observe a ceasefire and resume negotiations.

It is common knowledge also that the Treaty concluded on June 30, 1965, in order to arbitrate the question of the Rann of Kutch, was finally implemented by both parties (if not actually during the hostilities, of course, but shortly after the Tashkent Declaration of January 10, 1966, i.e., on February 15, 1966).
