وتستنتج الدولة الطرف من إفادات أصحاب البلاغات() أن المشتكين عرضوا قضيتهم على سلطات سياسية أو إدارية، وهيئات استشارية أو على هيئات الوساطة وممثلي النيابة العامة (المدّعون العامون أو وكلاء الجمهورية) ولم يقوموا بإجراء قضائي بالمعنى الحرفي، أو يستخدموا كافة طرق الطعن استئنافاً ونقضاً.
