إذ أن نشر ووجود وعمل قوة الأمم المتحدة لحفظ السلام في قبرص، في إقليم الجمهورية التركية لشمـــال قبرص، يتوقف على موافقـــة ورضـــا الجمهورية التركية لشمـــال قبرص، ولا يمكن لعمليات قوة الأمم المتحدة تلك أن تتواصل بدون التعاون الصريح من جانب سلطات الجمهورية التركية لشمال قبرص، وهو أمر لم يحرص مجلس أمن الأمم المتحدة على الحصول عليه عند اعتماده لقراره 1331 (2000).
