No dialogue should take place about a problem affecting a Non-Self-Governing Territory between the administering Power and any other Member without the presence and participation, with a separate voice, of the Government of that Territory.

Stresses the importance of the Special Committee being apprised of the views and wishes of the peoples of the Territories and enhancing its understanding of their conditions, including the nature and scope of the existing political and constitutional arrangements between the Non-Self-Governing Territories and their respective administering Powers;
5 - تؤكد أهمية أن تكون اللجنة الخاصة على علم بآراء شعوب الأقاليم ورغباتها، وأن تعزز فهمها لأحوال هذه الشعوب، بما في ذلك طبيعة ونطاق الترتيبات السياسية والدستورية القائمة بين كل إقليم من الأقاليم غير المتمتعة بالحكم الذاتي والدولة القائمة بالإدارة فيه؛

15. East Timor was the largest remaining Non-Self-Governing Territory on the Special Committee's list.
١٥ - واختتم كلامه قائلا إن تيمور الشرقية هي أكبر إقليم من اﻷقاليم غير المتمتعة بالحكم الذاتي التي ما زالت مدرجة على قائمة اللجنة الخاصة.

Circumstances unique to the situation of each particular Non-Self-Governing Territory should be considered.
٣١ - واختتم حديثه قائلا إنه لا بد من أن تؤخذ في الاعتبار الظروف الخاصة التي ينفرد بها كل إقليم من اﻷقاليم غير المتمتعة بالحكم الذاتي.
