The credentials of representatives and the names of members of each delegation participating in the Conference shall be submitted either to the Executive Director of the United Nations Office on Drugs and Crime and Director-General of the United Nations Office at Vienna not later than one week before the opening of the Conference (2 December 2003) or to the Secretary of the Conference in Merida at the time of the Conference.
تُقدم وثائق تفويض الممثلين وأسماء أعضاء كل وفد مشارك في المؤتمر إما إلى المدير التنفيذي لمكتب الأمم المتحدة المعني بالمخدرات والجريمة والمدير العـام لمكتب الأمم المتحدة في فيينا قبل أسبوع على الأقل من افتتاح المؤتمر (2 كانون الأول/ديسمبر 2003)، وإما إلى أمين المؤتمر في ميريدا في وقت انعقاد المؤتمر.

23. The credentials (full name, title, address and facsimile) of representatives and the names of members of each delegation participating in the Conference should be submitted either to the Executive Director of the United Nations Office on Drugs and Crime not less than one week before the opening of the Conference (2 December 2003) or to the Secretary of the Conference in Merida between 8 and 11 December 2003.
23- تقدَّم وثائق تفويض الممثلين (متضمنة الاسم الكامل واللقب والعنوان ورقم الفاكس) وأسماء أعضاء كل وفد مشارك في المؤتمر إما إلى المدير التنفيذي لمكتب الأمم المتحدة المعني بالمخدرات والجريمة قبل افتتاح المؤتمر بأسبوع واحد على الأقل (2 كانون الأول/ديسمبر 2003) أو إلى أمين المؤتمر في ميريدا بين 8 و11 كانون الأول/ديسمبر 2003.

2. The credentials of representatives and the names of alternate representatives and advisers shall be submitted to the Secretary of the Congress, if possible not later than one week before the opening of the Congress.
2- يتعيّن تقديم وثائق تفويض الممثّلين وأسماء الممثّلين المناوبين والمستشارين إلى أمين المؤتمر قبل افتتاحه بما لا يقلّ عن أسبوع، إن أمكن ذلك.

2- يتعيّن تقديم وثائق تفويض الممثّلين وأسماء الممثّلين المناوبين والمستشارين إلى أمين المؤتمر قبل افتتاح المؤتمر بما لا يقلّ عن أسبوع، إن أمكن ذلك.

2. Draft resolutions pertaining to items on the agenda, as defined in paragraph 1 above, shall be submitted to the Secretary of the Congress for distribution in the official languages to the representatives not later than forty-eight hours prior to their consideration.
2- تقدّم مشاريع القرارات المتعلّقة ببنود من جدول الأعمال، على النحو الذي جاء تعريفه في الفقرة 1 أعلاه، إلى أمين المؤتمر لتوزيعها باللغات الرسمية على الممثّلين في موعد أقصاه ثماني وأربعين ساعة قبل النظر فيها.
