In this context, we are also concerned over the recent administrative decision taken by the Secretariat, without consultations and in violation of provisions established in many General Assembly resolutions, to transfer the newly named Electoral Assistance Division of the Department of Political Affairs to the Department of Peace-keeping Operations.

With regard to the Electoral Assistance Unit, he explained that in order to fulfil a legislative mandate to support the Unit, as well as cope with the increasing demand for technical electoral assistance, the Secretary-General was proposing to add one P-4 post to the activities related to the electoral assistance function, not to transfer the post from the Department of Political Affairs to the Department of Peace-keeping Operations.

42. In terms of emergency recruitment for peace-keeping and humanitarian operations, during 1995 the Secretary-General intends to streamline the emergency recruitment procedure, including decentralization of certain OHRM functions along with appropriate delegated authority to the Department of Peace-keeping Operations and to the Department of Humanitarian Affairs.
٤٢ - يعتزم اﻷمين العام، بخصوص التعيين الطارئ في عمليات حفظ السلم والعمليات اﻹنسانية خلال عام ١٩٩٥، أن ينظم إجراءات التعيين بما في ذلك نقل بعض المهام التي يضطلع بها مكتب تنظيم الموارد البشرية إلى المستوى اللامركزي، وأن يقرن ذلك بتفويض ملائم لبعض الصلاحيات إلى إدارة عمليات حفظ السلم وإدارة الشؤون اﻹنسانية.
