The Article 5 of the Law on protection of the rights of the national minorities states that " persons belonging to national minorities have the right to freedom of assembly in order to express their cultural, religious, educational, social, economic and political freedoms, rights, interests, needs and identity " .
38- تنص المادة 5 من قانون حماية حقوق الأقليات الوطنية على أن " للأشخاص المنتميين إلى الأقليات الوطنية الحق في حرية التجمع من أجل التعبير عن حرياتهم وحقوقهم ومصالحهم واحتياجاتهم وهويتهم الثقافية والدينية والتعليمية والاجتماعية والاقتصادية والسياسية " .

In the same spirit, States Parties to the Council of Europe Framework Convention on the Protection of National Minorities undertake " to promote the conditions necessary for persons belonging to national minorities to maintain and develop their culture, and to preserve the essential elements of their identity, namely their religion, language, traditions and cultural heritage " .
