In this regard, the Working Group is concerned by the fact that only 32 States are parties to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries, and therefore makes the following recommendations:

Examining the reasons for the possible lack of interest in widespread ratification and accession by States of the International Convention against the Recruitment, Use, Financing and Training of Mercenaries, and how this can be overcome;

The Working Group is encouraged by the measures undertaken to accede without delay to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries, as well as to strengthen the Honduran Criminal Code.
ويعرب الفريق العامل عن حماسه للتدابير المتخذة من أجل الانضمام دون تأخير إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم، بالإضافة إلى تعزيز القانون الجنائي الهندوراسي.

States could first accede to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries, and ratify that instrument.

Moreover, Azerbaijan has acceded to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries of 1989 and the United Nations Convention against Transnational Organized Crime of 2000.
وعلاوة على ذلك، انضمت أذربيجان إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم لسنة 1989، واتفاقية مكافحة الجريمة المنظمة لسنة 2000.

The Australian Government is therefore taking steps to accede to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries, and urges other countries to do likewise.

IV. International and regional developments 55. The Working Group continues to promote universal accession to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries as the only global instrument dedicated to addressing mercenarism.
55 - يواصل الفريق العام الترويج لانضمام الجميع إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم، باعتبارها الصك العالمي الوحيد المكرس لمسألة الارتزاق.

68. Lastly, the General Assembly should encourage its Member States to accede to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries in order for it to come into force as soon as possible.
68 - وأخيرا، ينبغي أن تشجع الجمعية العامة الدول الأعضاء فيها على الانضمام إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم حتى تدخل الاتفاقية حيز النفاذ في أقرب وقت ممكن.

In addition, Cuba is in the process of completing the final arrangements for acceding to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries, adopted by General Assembly resolution 44/34 of 1989, which has just recently entered into force.
وعلاوة على ذلك فإن كوبا هي الآن في المرحلة النهائية لعملية انضمامها المرجح إلى " الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم " ، التي اعتمدتها الجمعية العامة في عام 1989 بموجب القرار 44/34 ودخلت حيز النفاذ.

In view of the need for international cooperation to address the issue of mercenary activities, Australia was also preparing to accede to the International Convention against the Recruitment, Use, Training and Financing of Mercenaries, and therefore strongly supported the call in the draft resolution for States which had not yet done so to become parties to that Convention.
ونظرا إلى أن الحاجة تدعو إلى تعاون دولي للتصدي لقضية أنشطة المرتزقة، فإن استراليا مستعدة أيضا للانضمام إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم، ومن ثم فإنها تؤيد بقوة الدعوة الموجهة في مشروع القرار إلى الدول التي لم تنضم بعد إلى الاتفاقية بأن تنضم إليها.

11. The communications from the Governments of Ecuador, Mexico and Uruguay referred, inter alia, to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries.
١١- والرسائل الواردة من حكومات إكوادور والمكسيك وأوروغواي قد أشارت ، في جملة أمور، إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم.

61. With regard to self-determination, the Syrian Arab Republic had acceded to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries in 2008.
61 - أما فيما يتعلق بتقرير المصير، فقد انضمت الجمهورية العربية السورية إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم، في عام 2008.

The Working Group recommended that Honduras accede to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries.
وأوصى الفريق العامل بأن تنضم هندوراس إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم(92).

5. Calls upon all States that have not yet done so to consider taking the necessary action to become parties to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries;
5- يهيب بجميع الدول التي لم تنضم بعد إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم أن تنظر في اتخاذ الإجراءات اللازمة للقيام بذلك؛

8. Calls upon all States that have not yet become parties to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries to consider taking the necessary action to do so;
8- يهيب بجميع الدول التي لم تنضم بعد إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم أن تنظر في اتخاذ الإجراءات اللازمة للقيام بذلك؛

7. Calls upon all States that have not yet become parties to the International Convention against the Recruitment, Use, Financing and Training of Mercenaries to consider taking the necessary action to do so;
7- يهيب بجميع الدول التي لم تنضم بعد إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم أن تنظر في اتخاذ الإجراءات اللازمة للقيام بذلك؛

73. One of the main conclusions of the Working Group is that the activities of private military and security companies cannot be regulated only on the basis of the International Convention against the Recruitment, Use, Financing and Training of Mercenaries, even after any potential amendment.
73- ويتمثل أحد الاستنتاجات الرئيسية للفريق في أن أنشطة هذه الشركات لا يمكن تنظيمها بالاستناد فقط إلى الاتفاقية الدولية لمناهضة تجنيد المرتزقة واستخدامهم وتمويلهم وتدريبهم، ولو بعد إجراء أي تعديل ممكن.
