Operative paragraph 1 of the draft resolution invites all States that have not signed the Convention to accede to it without delay. Operative paragraph 2 urges all States that have signed but have not ratified the Convention to ratify it without delay.
وتدعو الفقرة 1 من منطوق مشروع القرار جميع الدول التي لم توقع على اتفاقية حظر استعمال وتكديس وإنتاج ونقل الألغام المضادة للأفراد وتدمير تلك الألغام إلى الانضمام إلى الاتفاقية دون تأخير.

The Conference urges States Parties to take action to persuade non-parties to accede to the Convention without delay, and particularly welcomes action by States Parties and regional initiatives to provide assistance and support that would lead to wider accession to the Convention.
ويحث المؤتمر الدول الأطراف على اتخاذ إجراءات لإقناع الدول غير الأطراف بالانضمام إلى الاتفاقية دون تأخير، ويرحب بوجه خاص بإجراءات الدول الأطراف وبالمبادرات الإقليمية لتقديم المساعدة والدعم التي يمكن أن تؤدي إلى توسيع نطاق الانضمام إلى الاتفاقية.

His country had acceded to the Convention without reservations and urged other countries to follow suit on the occasion of the fiftieth anniversary of the Universal Declaration of Human Rights.

40. The Committee commends the State party's accession to the Convention without reservations.
40 - تثني اللجنة على الدولة الطرف لانضمامها إلى الاتفاقية دون تحفظات.

Azerbaijan could not accede to the Convention without settlement of an armed conflict with a neighbouring State and the restoration of its territorial integrity and removal of the threat of resumption of hostility, even though it had stopped planting additional mines.
ولن تتمكن أذربيجان من الانضمام إلى الاتفاقية دون تسوية نزاع مسلح مع دولة مجاورة، واستعادة سلامتها الإقليمية، وإزالة التهديد باستئناف الأعمال العدائية، على الرغم من أنها توقفت عن زرع ألغام إضافية.
