Mr. Ferrari-Bravo (Italy), referring to chapter V of the Commission's report said that the rules adopted by the Commission had taken into consideration the importance of the factual element in the attribution of conduct to an international organization, especially in the case of an organ placed at the disposal of an international organization by a State, or another international organization.
