The present is an advance report on the global thematic study on international human rights law capacity-building activities for judges, magistrates, prosecutors, public defenders and lawyers, which the Human Rights Council, in its resolution 15/3, requested the Special Rapporteur to submit to the Council at its twentieth session.

In the report, the Special Rapporteur presents the developments in human rights since the report of the United Nations High Commissioner for Human Rights presented to the Council at its twentieth session (A/HRC/20/8).

In accordance with the mandate established by the Commission on Human Rights in its resolution 1995/70 and with Presidential Statement PRST/19/31, in which the Human Rights Council invited the new expert to undertake a mission to Haiti in the near future and submit a report to it, the Independent Expert submits the present report to the Council at its twentieth session.
1- وفقاً للولاية التي أنشأتها لجنة حقوق الإنسان في قرارها 1995/70 ولإعلان رئيس مجلس حقوق الإنسان PRST/19/31 الذي دعا فيه المجلسُ الخبيرَ الجديد إلى القيام ببعثة إلى هايتي وموافاته بتقرير بهذا الشأن، يقدم الخبير المستقل هذا التقرير إلى المجلس في دورته العشرين.

35. In its resolution 17/16, the Human Rights Council requested the Advisory Committee, in consultation with -Member States, civil society, academia and all relevant stakeholders, to present a draft declaration on the right of peoples to peace and to report on progress thereon to the Council at its twentieth session.
35- وطلب مجلس حقوق الإنسان إلى اللجنة الاستشارية، في قراره 17/16، أن تقدم، بالتشاور مع الدول الأعضاء والمجتمع المدني والأوساط الأكاديمية وجميع أصحاب المصلحة المعنيين، مشروع إعلان بشأن حق الشعوب في السلم وأن تقدم تقريراً عن التقدم المحرز في هذا الشأن إلى المجلس في دورته العشرين.

29. In its resolution 15/3, the Council requested the Special Rapporteur to carry out, within existing resources and with the support of the Office of the High Commissioner for Human Rights, a global thematic study to assess the human rights education and continuing training of judges, prosecutors, public defenders and lawyers, with recommendations for appropriate follow-up, and to present it to the Council at its twentieth session.
29- وطلب المجلس، في قراره 15/3، إلى المقررة الخاصة أن تجري، في حدود الموارد المتاحة وبدعم من المفوضية السامية لحقوق الإنسان، دراسة مواضيعية عالمية لتقييم التثقيف والتدريب المستمر في مجال حقوق الإنسان للقضاة، وأعضاء النيابة العامة، ومحامي الدفاع العامّين والمحامين، تورد فيها توصيات من أجل المتابعة المناسبة، وأن تقدم هذه الدراسة إلى المجلس في دورته العشرين.

43. In its resolutions 14/3 and 17/16, the Council requested the Human Rights Council Advisory Committee, in consultation with Member States, civil society, academia and all relevant stakeholders, to present a draft declaration on the right of peoples to peace and to report on progress thereon to the Council at its twentieth session.
43- طلب المجلس، في قراريه 14/3 و17/16، إلى اللجنة الاستشارية لمجلس حقوق الإنسان أن تقدم، بالتشاور مع الدول الأعضاء والمجتمع المدني والأوساط الأكاديمية وجميع الجهات المعنية صاحبة المصلحة، مشروع إعلان بشأن حق الشعوب في السلام، وأن تقدم تقريراً عن التقدم المحرز في هذا الشأن إلى المجلس في دورته العشرين.

67. In its resolution 17/16, the Human Rights Council took note of the progress report of the Advisory Committee on the right of peoples to peace, and requested the Committee, in consultation with Member States, civil society, academia and all relevant stakeholders, to present a draft declaration on the right of peoples to peace and to report on progress thereon to the Council at its twentieth session.
67- وأحاط مجلس حقوق الإنسان علماً، في قراره 17/16، بالتقرير المرحلي للجنة الاستشارية عن حق الشعوب في السلام، وطلب إلى اللجنة الاستشارية أن تقدم، بالتشاور مع الدول الأعضاء والمجتمع المدني والأوساط الأكاديمية وجميع الجهات المعنية صاحبة المصلحة، مشروع إعلان بشأن حق الشعوب في السلام، وأن تقدم إلى المجلس في دورته العشرين تقريراً عن التقدم المحرز في هذا الشأن.

48. In its resolution 17/16, the Human Rights Council took note of the progress report of the Advisory Committee on the right of peoples to peace, and requested the Advisory Committee, in consultation with Member States, civil society, academia and all relevant stakeholders, to present a draft declaration on the right of peoples to peace and to report on progress thereon to the Council at its twentieth session.
48- وأحاط مجلس حقوق الإنسان علماً، في قراره 17/16، بالتقرير المرحلي للجنة الاستشارية عن حق الشعوب في السلام، وطلب إلى اللجنة الاستشارية أن تقدم، بالتشاور مع الدول الأعضاء والمجتمع المدني والأوساط الأكاديمية وجميع الجهات المعنية صاحبة المصلحة، مشروع إعلان بشأن حق الشعوب في السلام وأن تقدم تقريراً عن التقدم المحرز في هذا الشأن إلى المجلس في دورته العشرين.
