7.4 The State party submits that the communication is inadmissible under article 22, paragraph 2, of the Convention, on the basis that it fails to rise to the basic level of substantiation required for purposes of admissibility under article 22, paragraph 2, of the Convention.

5-3 وتحيط اللجنة علماً بحجة الدولة الطرف وأن البلاغ غير مقبول إذ من الواضح أنه لا يقوم على أي أساس، ذلك أن زعم صاحبة الشكوى أنها معرضة لخطر المعاملة على أيدي المسؤولين الحكوميين بطريقة تكون بمثابة انتهاك للمادة 3 من الاتفاقية لا يرقى إلى المستوى الأساسي للإثبات المطلوب لأغراض المقبولية.
