15. Mr. Ramón E. González Giner, at that time Minister for Foreign Affairs of El Salvador, sent the following letter to the Special Rapporteur on 20 November 1998:

In a letter sent by the United States Government to the Special Rapporteur on 22 September 1993, the Government acknowledged a difference between United States law and international law: “The United States Government realizes that its law differs from the International Covenant on Civil and Political Rights on this point.

CUBA 10. In reply to the communication of 31 August 1993 (E/CN.4/1994/79), the Permanent Mission of the Republic of Cuba transmitted the following information to the Special Rapporteur on 7 February 1994:
٠١- ردا على الرسالة المؤرخة في ١٣ آب/أغسطس ٣٩٩١ E/CN.4/1994/79)، الفقرة ٣٤(، أحالت البعثة الدائمة لجمهورية كوبا المعلومات التالية إلى المقرر الخاص في ٧ شباط/فبراير ٤٩٩١:
