4.25 The State party notes the complainant's claim that he would risk harm amounting to torture by Palestinian groups and Hezbollah due to his involvement in the Sabra and Chatila massacre, his promotion to the upper echelons of the party following them, and of his pro-Israeli opinions, and that the Lebanese Government has no control over the acts of such groups and would be unable to protect him from them.
4-25 وتلاحظ الدولة الطرف ادعاء صاحب البلاغ أنه معرض لخطر يبلغ حد التعذيب من قبل الفصائل الفلسطينية وحزب الله بسبب اشتراكه في مذبحة صبرا وشاتيلا، وترقيته إلى المناصب العليا في الحزب في أعقاب اشتراكه في هذه المذبحة، وآرائه الموالية لإسرائيل، وأن الحكومة اللبنانية لا تملك السيطرة على أعمال هذه الفئات لن تكون قادرة على حمايته منها.

The Committee is further concerned that inequality persists between men and women regarding access to high ranking positions both in the private sector and the local public administration (art.3.).
