The most prominent framework is the broad-based effort to implement Agenda 21,1 the programme of action adopted by the United Nations Conference on Environment and Development in 1992 and, in particular, its chapter 18, " Protection of the quality and supply of freshwater resources: application of integrated approaches to the development, management and use of water resources " .
