Regarding financial support, the Monitoring Group states that it has documentary evidence of Eritrean payments not to Al-Shabaab but to “individuals linked” to the organization, but admits that these relate only to 2008, a full year before the cut-off date.

79. Furthermore, the Monitoring Group has obtained evidence implicating Musa Haji Mohamed “Ganjab”, who acted as an adviser to the President, Hassan Sheikh Mohamud, and who is a member of his Abgaal/Waesle subclan, in the leakage of weaponry to Al-Shabaab and other forces beyond the army.

The raid was reportedly conducted following a news story broadcasted by the radio station, in which it was reported that clashes had erupted between the Puntland administration and militants affiliated to Al-Shabaab near the Galgala area (Bari region).
