(b) Report of the Secretary-General on the situation of United Nations and associated personnel and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation, as well as on the implementation of the measures referred to in resolution 2002/81 on the protection of United Nations personnel (para. 7 (f));

The Council looked forward to the swift establishment of the African-led International Support Mission in the Central African Republic (MISCA) and expressed its intention to consider options for support to MISCA, including the possible option of a transformation of MISCA into a United Nations peacekeeping operation, subject to appropriate conditions on the ground.

22. To achieve a timely transition to a United Nations peacekeeping operation, it is important that the planning process be accelerated.
٢٢ - ولتحقيق التحول إلى عملية من عمليات اﻷمم المتحدة لحفظ السلام في وقت ملائم، من المهم التعجيل بعملية التخطيط.

(h) To adopt and/or enforce appropriate domestic legislation and judicial and administrative measures to ensure that the perpetrators of unlawful acts against United Nations and associated personnel and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation are held accountable for their actions;
(ح) اعتماد أو تنفيذ تشريعات محلية مناسبة واتخاذ تدابير قضائية وإدارية لضمان خضوع مرتكبي الأفعال غير المشروعة ضد موظفي الأمم المتحدة والأفراد المرتبطين بها وغيرهم من الأفراد الذين يضطلعون بأنشطة لتنفيذ ولاية مسندة إلى عملية من عمليات الأمم المتحدة للمساءلة عن أفعالهم؛

(j) To cooperate fully with United Nations and associated personnel and other personnel carrying out activities in fulfilment of the mandate of a United Nations operation and to ensure their safe and unhindered access in order to allow them to perform efficiently their task of assisting the affected civilian population;

The African Union, while reiterating its full support for their role, hopes that the United Nations Security Council, in the resolution that will authorize the transformation of MISCA into a United Nations peacekeeping operation, will fully recognize this role and will affirm its central character.

The Under-Secretary-General for Peacekeeping Operations, Hervé Ladsous, presented the report of the Secretary-General dated 3 March 2014 (S/2014/142) and recommendations on the transformation of MISCA into a United Nations peacekeeping operation, pursuant to resolution 2127 (2013).
