ومن الضروري بالتالي أن يلتزم مجلس اﻷمن ذاته، بمزيد من الحزم، برفع الجزاءات لكي يتسنى استئناف جميع العمليات اﻹيجابية في المنطقة ويسهل تحقيق الهدف المعلن في الدورة الثامنة واﻷربعين للجمعية العامة بخصوص تحويل البلقان إلى منطقة سلم واستقرار وتعاون بحلول عام ٢٠٠٠.

The transformation of the region into a zone of peace, stability and cooperation must be made an integral part of an international partnership on a basis of equality within the framework of the " Greater Mediterranean " and of a system of cooperation between the States of the Mediterranean and Black Sea basins and the Middle East.
وينبغي أن يصبح تحويل هذه المنطقة إلى منطقة سلم واستقرار وتعاون، جزءا لا يتجزأ من شراكة دولية قائمة على المساواة في إطار " منطقة البحر اﻷبيض المتوسط الكبرى " - التي تمثل منظومة تعاون بين دول حوضي البحر اﻷبيض المتوسط والبحر اﻷسود ومنطقة الشرق اﻷوسط.

This is also the point of departure for all proposals and ideas aimed at transforming the Balkans into a zone of peace, stability and cooperation: the Balkans is an important integral part of Europe and its stability and rapid development would contribute to stability, development and positive processes in Europe as a whole.

Finding a peaceful and just solution to the Yugoslav crisis is the crucial prerequisite for the re-establishment of the balance in the Balkans and, by the same token, for its transformation into a zone of peace, stability and cooperation, and for the full integration of the Balkans in Europe as a natural factor of " the new European architecture " .
