It was seen as important to have clear definitions and explanations of the concepts of restorative justice in order to bring them to the attention of those countries not already pursuing or implementing restorative justice policies.

The matter has been brought to the attention of the internal WHO Working Group on Organ Transplantation, as well as to that of the members of the WHO Task Force on Organ Transplantation.
