As is pointed out by the Special Rapporteur in his report, one of the impacts of establishing a special procedure on indigenous peoples has been to stimulate awareness of indigenous issues among other human rights mechanisms and consequently increased attention in their thematic and country reports.

مرة أخرى نتفق مع الاستنتاج الذي توصل إليه المقرر الخاص السيد خوسيه د. انغليس وهو أن: " حق الشخص في تغيير جنسيته يفترض مسبقاً ترك الشخص لبلده.

This change, which was sought by the Special Rapporteur to make his mandate more positive and reflect the full range of his activities, will take effect when his mandate is next extended, namely, in 2001, which will itself be a way of celebrating the 1981 Declaration.

12. In a letter dated 2 August 2001 the Permanent Representative of the Republic of Panama to the United Nations Office at Geneva replied to the questionnaire sent by the Special Rapporteur as follows:

In that connection, his delegation supported the conclusion reached by the Special Rapporteur that it was the exclusive responsibility of States to rectify any defect by opting to withdraw or amend the impermissible reservation or to withdraw from or refrain from becoming a party to the treaty.
