(50) The Committee recommends that the State party formulate a modern, evidence-based child mental health-care policy, and invest in the development of a comprehensive system of services, including mental health promotion and prevention activities, out-patient and in-patient mental health services, with a view to ensuring effective prevention of violence, suicidal behaviour and institutionalisation of children.

Further, it is concerned that foster care or other forms of family-based alternative care are not sufficiently developed and available; that as a result children are placed in institutions which, owing to a lack of resources, provide children with very low-quality housing and care; and that the location and features of institutions do not facilitate family contact.

665. The Committee is concerned that the institutionalization of children is used systematically.

The Committee is extremely concerned that, despite the reform of the residential care system for children of 2007, the rate of institutionalization of children remains very high.
15- وتعرب اللجنة عن قلقها الشديد إزاء تواصل ارتفاع معدلات إيداع الأطفال في مؤسسات الرعاية رغم الإصلاحات التي أدخلت على نظام الرعاية المؤسسية للأطفال سنة 2007.

40. The Committee notes with concern that due to the current economic hardship facing families, children may increasingly be deprived of their family environment, accentuating a tendency towards the institutionalization of children, which was already of concern to the Committee in the past.
40- تلاحظ اللجنة مع القلق أن الأطفال ربما يُحرمون من بيئتهم الأسرية حرماناً متزايداً بسبب الضائقة الاقتصادية الحالية التي تواجه الأسر، ما يعزز الاتجاه نحو إيداع الأطفال في مؤسسات الرعاية وهو اتجاه أثار أصلاً قلق اللجنة في ما مضى.

Nevertheless, it is concerned at the high prevalence of institutionalization of children, in particular children with disabilities, children with HIV, and children who have lost one or both parents to death, as well as abandoned and unwanted children.

628. The Committee notes with concern the difficulties that some parents and families encounter such as unemployment, malnutrition and lack of adequate housing which may cause abandonment or abuse resulting in placement of children in institutions or in adoption.

(b) Consider the placement of children in institutions as a measure of last resort for the shortest period possible, and take all necessary measures to allow children in alternative care settings to return to their families, whenever possible;

(b) Develop comprehensive admission criteria and strategies to reduce the number of children living in care institutions, including through policies to strengthen and support families, and ensure that placement of children in institutions is only used as a last resort;

Take all necessary measures for children placed in institutions to return to their families whenever possible and consider the placement of children in institutions as a measure of last resort and for the shortest period possible;

CRC recommended that Singapore review its policies on Children Beyond Parental Control with a view to ensuring that the institutionalisation of children be used as a measure of last resort and only under appropriate judicial oversight, undertake a study on the efficacy of the present system and its impact on children, and provide counselling, parental skills training and appropriate therapy, as needed, as the first priority.
وتوصي اللجنة بأن تُعيد سنغافورة النظر في سياساتها المتعلقة بإخراج الأطفال من السلطة الأبوية بغية ضمان عدم اللجوء إلى إيداع الأطفال في مؤسسات إلاّ كحل أخير وتحت إشراف قضائي مناسب، كما توصيها بإجراء دراسة حول فعالية النظام الحالي وأثره على الأطفال وبتوفير المشورة والتدريب على المهارات الأبوية والعلاج المناسب، عند الاقتضاء، بوصف ذلك في مقدِّمة الأولويات(57).

(b) Ensure that children are placed in institutions only as a measure of last resort and that effective mechanisms are established to receive and address complaints from children in care, to monitor standards of care and, in light of article 25 of the Convention, to undertake regular periodic review of placement.
(ب) ضمان عدم إيداع الأطفال في مؤسسات إلا كتدبير من تدابير الملاذ الأخير، وإنشاء آليات فعالة لتلقي ومعالجة الشكاوى التي ترد من الأطفال المُودَعِين في مؤسسات الرعاية، ورصد معايير الرعاية فيها، بالإضافة إلى إجراء استعراض لحالة الإيداع بشكل دوري ومنتظم في ضوء المادة 25 من الاتفاقية.

13. The Special Rapporteur warned that there was not always a distinction between placing children in need of protection and those facing judicial procedures.
13- وحذر المقرر الخاص من أنه لا يفرَّق دائماً لدى إيداع الأطفال في مؤسسات بين الأطفال الذين يحتاجون إلى الحماية والأطفال المعرضين لإجراءات قضائية.

1337. The Committee expresses deep concern over the prevailing policies and practices of institutionalization in Armenia.
1337- تُعرب اللجنة عن بالغ قلقها إزاء السياسات والممارسات القائمة في أرمينيا والمتمثلة في إيداع الأطفال في مؤسسات.

(a) Develop a strategy for the deinstitutionalization of children with a clear time frame and budget, which includes the reintegration of children with their families, while taking into account the best interests and the views of the child as far as possible;
(أ) أن تضع استراتيجية لإنهاء ممارسة إيداع الأطفال في مؤسسات الرعاية ذات إطار زمني واضح وميزانية واضحة تشمل إعادة إدماج الأطفال في أسرهم، مع مراعاة مصالح الطفل الفضلى وآرائه قدر الإمكان؛

The Committee is concerned that there is no monitoring mechanism to ensure that the child's rights are respected, including his/her right to be heard and to maintain contact with his/her family, nor to periodically review the placement of children in alternative care.
ويساور اللجنة قلق لعدم وجود آلية رصد تكفل احترام حقوق الطفل، بما فيها حقه في الاستماع إليه وفي البقاء على اتصال بأسرته، وتعيد النظر بصفة دورية في إيداع الأطفال في مؤسسات الرعاية البديلة.
