وتؤكد الجمهورية العربية السورية على أن الطريق الوحيد إلى إنشاء منطقة خالية من الأسلحة النووية في الشرق الأوسط ودرء خطر انتشار الأسلحة النووية هو بانضمام إسرائيل إلى معاهدة عدم انتشار الأسلحة النووية كطرف غير نووي، وإخضاع جميع نشاطاتها النووية إلى اتفاقية الضمانات الشاملة التابعة للوكالة الدولية للطاقة الذرية.

18. The Group recognizes the importance of an effective Regional and/or State System of Accounting for and Control of Nuclear Material as required under article 7 of document INFCIRC/153 (Corrected), of a comprehensive safeguards agreement, to the effective and efficient implementation of safeguards.
18 - وتسلم المجموعة بأهمية وجود نظام إقليمي و/أو حكومي فعّال، للمحاسبة والمراقبة فيما يتعلق بالمواد النووية على النحو المطلوب بموجب المادة 7 من الوثيقة INFCIRC/153 (المصوبة) من اتفاقية الضمانات الشاملة من أجل تنفيذ الضمانات بفعالية وكفاءة.

(b) The international community should bring pressure to bear on Israel to accede to the Treaty without conditions or reservations as a non-nuclear State and place all its nuclear installations under a comprehensive safeguards agreement with IAEA. That would constitute an essential step towards establishing a nuclear-weapon-free zone in the Middle East;
(ب) أهمية قيام المجتمع الدولي بالضغط على إسرائيل للانضمام إلى معاهدة عدم انتشار الأسلحة النووية كدولة غير نووية، ودون أي قيد أو شرط، وإخضاع جميع منشآتها النووية للتفتيش الدولي بموجب اتفاقية الضمانات الشاملة التابعة للوكالة الدولية للطاقة الذرية، وذلك كخطوة أساسية على طريق إنشاء المنطقة الخالية من الأسلحة النووية في الشرق الأوسط؛

To this day, " Israel " is the only country in the region which still refuses to accede to the NPT, to sign a comprehensive safeguards agreement, or to open its nuclear facilities for IAEA inspection. Indeed, it disregards all international resolutions relating to this particular topic.
علماً أن (إسرائيل) وحتى تاريخناً هذا ما زالت الوحيدة في المنطقة التي ترفض الانضمام إلى معاهدة عدم انتشار الأسلحة النووية وترفض توقيع اتفاقية الضمانات الشاملة وإخضاع جميع نشاطاتها النووية إلى نظام التفتيش الدولي التابع للوكالة الدولية للطاقة الذرية، بل وتضرب عرض الحائط بكافة القرارات الدولية المتعلقة بهذا الصدد.
