No recommendation has been received pursuant to article 2 of the Convention on Psychotropic Substances of 1971.

The Committee recommended that mephedrone be placed in Schedule II of the Convention on Psychotropic Substances of 1971.

Pursuant to article 3, paragraphs 1 and 3, of the Single Convention on Narcotic Drugs of 1961 as amended by the 1972 Protocol and article 2, paragraphs 1 and 4, of the Convention on Psychotropic Substances of 1971, the Director-General of WHO notified the Secretary-General of the following recommendations:
وعملاً بالفقرتين 1 و3 من المادة 3 من الاتفاقية الوحيدة للمخدِّرات لسنة 1961 بصيغتها المعدَّلة ببروتوكول سنة 1972، والفقرتين 1 و4 من المادة 2 من اتفاقية المؤثِّرات العقلية لسنة 1971، أبلغت المديرة العامة لمنظمة الصحة العالمية الأمينَ العام بالتوصيات التالية:

The Expert Committee critically reviewed this substance and considered that the degree of risk to public health and society associated with the abuse liability of mephedrone is substantial and therefore considered that the evidence of its abuse warranted its placement under international control, in Schedule II of the Convention on Psychotropic Substances of 1971.
وأجرت لجنة الخبراء استعراضاً دقيقاً لهذه المادة واعتبرت أنَّ درجة الخطورة المقترنة باحتمال تعاطي الميفيدرون بالغة على الصحة العمومية والمجتمع، ومن ثمَّ اعتبرت أنَّ الدليل على إساءة استعماله يستلزم إخضاعه للمراقبة الدولية في إطار الجدول الثاني من اتفاقية المؤثِّرات العقلية لسنة 1971.

The draft decision having received 9 votes in favour and 20 votes against, with 12 abstentions, the Commission decided not to transfer dronabinol and its stereoisomers from Schedule II to Schedule III of the Convention on Psychotropic Substances of 1971.
وبما أنَّ عدد الأصوات المؤيِّدة لمشروع القرار بلغ 9 أصوات في حين بلغ عدد الأصوات المعارضة له 20 صوتاً، مع امتناع 12 عضواً عن التصويت، قرَّرت اللجنة عدم نقل مادة الدرونابينول وإيسوميراتها الفراغية من الجدول الثاني إلى الجدول الثالث من اتفاقية المؤثِّرات العقلية لسنة 1971.

The Commission had before it for its consideration the recommendation from WHO to transfer gamma-hydroxybutyric acid (GHB) from Schedule IV to Schedule II of the Convention on Psychotropic Substances of 1971.

With reference to article 2 of the Convention on Psychotropic Substances of 1971, article 2, paragraphs 1, 4 and 6, I am pleased to submit the recommendations of the World Health Organization (WHO), concerning the international control of
1- فيما يتعلق بالفقرات 1 و4 و6 من المادة 2 من اتفاقية المؤثِّرات العقلية لسنة 1971، يسرُّني أن أقدِّم توصيات منظمة الصحة العالمية المتعلقة بالمراقبة الدولية لحمض غاما-هيدروكسي الزبد.

In the Convention on Psychotropic Substances of 1971, control measures are categorized in four schedules, depending on the relationship between the therapeutic usefulness and the public health risk of the substances.
3- وفي اتفاقية المؤثِّرات العقلية لسنة ١٩٧١، تُصنَّف التدابير الرقابية في أربعة جداول، بناءً على العلاقة بين الفوائد العلاجية للمواد والخطورة التي تُشكِّلها على الصحة العامَّة.

(b) Consideration of a draft decision on the transfer of dronabinol and its stereoisomers from Schedule II to Schedule III of the Convention on Psychotropic Substances of 1971
(ب) النظر في مشروع مقرَّر بشأن نقل مادة الدرونابينول وإيسوميراتها الفراغية من الجدول الثاني إلى الجدول الثالث من اتفاقية المؤثِّرات العقلية لسنة ١٩٧١

The initiation by States parties of the notification process for the international control of new substances under the international drug control conventions, such as the recent notifications submitted by the United Kingdom and China on mephedrone and ketamine, respectively, pursuant to article 2 of the Convention on Psychotropic Substances of 1971, was welcomed.
87- وأُبدي ترحيب باستهلال الدول الأطراف عملية الإبلاغ عن إخضاع مواد جديدة للمراقبة الدولية في إطار الاتفاقيات الدولية لمراقبة المخدِّرات، مثل التبليغين اللذين قدَّمتهما مؤخَّراً المملكة المتحدة والصين بشأن الميفيدرون والكيتامين، على التوالي، عملاً بالمادة 2 من اتفاقية المؤثِّرات العقلية لسنة 1971.
