In this regard, it is necessary to recall that the occupying Power has clear duties and obligations under the Fourth Geneva Convention of 12 August 1949, which it is bound to respect and uphold.

9. Settlements are contrary to article 49, sixth paragraph, of the Fourth Geneva Convention of 12 August 1949 which prohibits the transfer of " parts of its own civilian population into the territory it occupies " .
9- وتتعارض المستوطنات مع الفقرة السادسة من المادة 49 من اتفاقية جنيف الرابعة المؤرخة 12 آب/أغسطس 1949، وهي المادة التي تحظر نقل " جزء من سكانها المدنيين إلى الأراضي التي تحتلها " .

It is therefore imperative to bring to an end the excessive and disproportionate use of force against the Palestinian people and to ensure Israel's compliance with its legal obligations and responsibilities as an occupying Power, under the Fourth Geneva Convention of 12 August 1949.

As the occupying Power, Israel continues to commit grave breaches, as defined in article 147 of the Fourth Geneva Convention of 12 August 1949, including wilful killing, torture or inhumane treatment, unauthorized detention, extensive destruction, appropriation of property and unlawful deportation.
