Therefore, the States parties to the Hague Conventions consider that both the United Nations and the Permanent Court of Arbitration would benefit extensively from the granting of observer status to the Permanent Court of Arbitration in terms similar to those that have been prescribed for other intergovernmental organizations.

وإذ تسترشد باﻷحكام ذات الصلة في ميثاق اﻷمم المتحدة والقانون الدولي واﻹعلان العالمي لحقوق اﻹنسان، وتؤكد من جديد انطباق اتفاقية جنيف المتعلقة بحماية المدنيين وقت الحرب المؤرخة في ٢١ آب/أغسطس ٩٤٩١، واﻷحكام ذات الصلة في اتفاقيتي لاهاي لعام ٩٩٨١ و٧٠٩١، على الجولان السوري المحتل،

The Court had itself taken cognizance of this when it noted that the " laws and customs of war " applicable to the matter before it had been codified in the Hague Conventions of 1899 and 1907, based upon the 1868 Declaration of St. Petersburg as well as the results of the Brussels Conference of 1874.

The Contracting Parties to the two Hague Conventions constituted 80 of the 184 Member States of the United Nations.
ويبلغ عدد الدول اﻷطراف المتعاقدة في اتفاقيتي لاهاي ٨٠ دولة من بين الدول اﻷعضاء في اﻷمم المتحدة وهي ١٨٤ دولة.
