وسيوجه اهتماماً خاصاً إلى احترام المبدأ الذي يقضي بخضوع الأحداث لقضاء متخصص، واستفادتهم ببعض القواعد الرامية إلى منحهم حماية خاصة نظراً لسنهم ومركزهم القانوني بغية تيسير تطورهم وإعادة تكيفهم اجتماعياً.

١٦ - ولقد عقد مؤسسو اﻷمم المتحدة، في الفصل اﻷول من الميثاق عزمهم على " إنماء العلاقات الودية بين اﻷمم على أساس احترام المبدأ الذي يقضي بالمساواة في الحقوق بين الشعوب " .

The United Nations Charter asserts that the purpose of our Organization is, as stated in Article 1, paragraph 2, " To develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples, and to take other appropriate measures to strengthen universal peace " .
إن ميثاق الأمم المتحدة يؤكد أن القصد من منظمتنا هو كما جاء في الفقرة 2 من المادة الأولى " إنماء العلاقات الودية بين الأمم على أساس احترام المبدأ الذي يقضي بالتسوية في الحقوق بين الشعوب، وبأن يكون لكل منها تقرير مصيرها.

Consequently, one of the purposes of the United Nations was " to develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples " .

In chapter IX of the Charter, on international economic and social cooperation, it is acknowledged that conditions of stability and well-being are necessary for peaceful and friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples (Article 55).
وفي الفصل التاسع من الميثاق الذي يتناول التعاونَ الدولي الاقتصادي والاجتماعي، يُعترف بأن تهيئة دواعي الاستقرار والرفاهية أمرٌ ضروري لقيام علاقات سلمية ودّية بين الأمم، مؤسسة على احترام المبدأ الذي يقضي بالتسوية في الحقوق بين الشعوب وبأن يكون لكل منها تقرير مصيرها (المادة 55).

108.
