The paper suggested that a third optional protocol to the International Covenant on Civil and Political Rights (ICCPR) could be elaborated that would allow the Committee to monitor the work of the international criminal courts at periodic intervals and to receive complaints from individuals who alleged that international tribunals had not respected their rights guaranteed by the Covenant.
