7.5 The Committee notes the State party's challenge to the admissibility of the communication on the ground of failure on the part of the author to substantiate his claims under articles 6, paragraph 1, and 7 of the Covenant.
7-5 وتشير اللجنة إلى اعتراض الدولة الطرف على مقبولية البلاغ على أساس أن صاحب البلاغ لم يقدم أدلة كافية تدعم ادعاءاته بموجب المادتين 6 (الفقرة 1) و7 من العهد.

In the circumstances, the author has failed to exhaust domestic remedies in respect of any issues arising in the second period of detention, and his claims under articles 7 and 9 relating to this period are inadmissible under article 5, paragraph 2 (b), of the Optional Protocol.

5.2 The Committee noted that the author had sufficiently substantiated, for purposes of admissibility, his claims under articles 6, 7 and 10 (1), insofar as they relate to the question of the circumstances of the issue of the warrant for his execution, lack of psychiatric treatment while on death row, and the conditions of detention both during his detention on death row and after commutation of his sentence.
5-2 ونوهت اللجنة بأن صاحب البلاغ قد دعّم بما يكفي من الأدلّة، لأغراض قبول النظر في البلاغ، ادعاءاته بموجب المادتين 6 و7 والفقرة 1 من المادة 10 من العهد، من حيث صلة هذه الادعاءات بمسألة ظروف صدور أمر تنفيذ الحكم بإعدامه، وعدم معالجته نفسانياً أثناء انتظاره تنفيذ حكم الإعدام فيه، وأوضاع احتجازه، سواءً في جناح المحكوم عليهم بالإعدام أو بعد تخفيف الحكم.

3.5 The author affirms that his allegations under articles 17 and 23 should also be examined in the light of other provisions, especially articles 9 and 12.
