His delegation welcomed General Assembly resolution 51/243 on that question, had taken note of the statement by the Secretary-General that a plan would be developed to phase out the use of gratis personnel and hoped that the plan would be implemented at the earliest possible date.

1. The present report, which sets out a phased plan of action to reduce and eliminate to the maximum extent possible the use of gratis personnel in the Secretariat, is submitted pursuant to paragraph 9 of General Assembly resolution 51/243 of 15 September 1997 and to the developments outlined in paragraphs 2 to 4 below.

In this connection, the Committee draws attention to its report on gratis personnel (A/51/813) and the comments it has made on the use of gratis personnel in procurement services; in the case of the Office of Internal Oversight Services, the Committee firmly believes that the practice of using gratis personnel is not appropriate and should be avoided.

4. His delegation noted that the Advisory Committee on Administrative and Budgetary Questions also endorsed the use of gratis personnel to fill posts financed under the regular budget in cases of urgency or in order to provide the necessary expertise for very specialized functions.
٤ - وقال إن وفده لاحظ أن اللجنة الاستشارية لشؤون اﻹدارة والميزانية قد أيدت أيضا استخدام اﻷفراد المقدمين دون مقابل لملء وظائف ضمن الميزانية العادية في حالات الاستعجال أو من أجل توفير الخبرة اللازمة ﻷداء وظائف متخصصة للغاية.

35. The greatest impact of the use of gratis personnel could not be clearly quantified, namely the demoralization of international civil service on being told time and time again that it was unable to meet the Organization's needs.

21. Mr. NOUR (Egypt) said that clear guidelines and rules should govern the use of gratis personnel, who should not be considered as a substitute for staff to be recruited against authorized posts for the implementation of approved activities.
٢١ - السيد نور )مصر(: قال إنه ينبغي أن تنظم استخدام اﻷفراد المقدمين دون مقابل مبادئ توجيهية وقواعد واضحة، ولا ينبغي اعتبار هؤلاء اﻷفراد كبديل للموظفين الذين يعينون على وظائف مأذون بها لتنفيذ اﻷنشطة المعتمدة.

22. He agreed with the view expressed by the Secretary-General in paragraph 18 of his report (A/51/688/Add.1) concerning the use of gratis personnel for implementing mandated activities.
٢٢ - وأردف قائلا إنه يوافق على الرأي الذي أعرب عنه اﻷمين العام في الفقرة ١٨ من تقريره )A/51/688/Add.1( بشأن استخدام اﻷفراد المقدمين دون مقابل لتنفيذ أنشطة صدر بها تكليف.

With regard to the question of loaned or gratis personnel, his delegation welcomed the plan, contained in the Secretary-General’s report (A/51/950), for phasing out the use of gratis personnel and viewed that measure as a positive step towards improving the composition of the staff of the Department of Peacekeeping Operations.
