14- يُقصد ﺑ `ضحايا الذخائر العنقودية` جميع الأشخاص الذي يُقتلون أو يتعرضون لإصابة بدنية أو صدمة نفسية أو خسارة اقتصادية أو للتهميش الاجتماعي أو لضرر ملموس يمس إعمال حقوقهم بسبب استخدام ذخائر عنقودية.

16. Cluster munition victims means all persons who have been killed or suffered physical or psychological injury, economic loss, social marginalisation or substantial impairment of the realisation of their rights caused by the use of cluster munitions.
16- يُقصد بضحايا الذخائر العنقودية جميع الأشخاص الذي يقتلون أو يتعرضون لإصابة جسدية أو نفسية أو خسارة اقتصادية أو للتهميش الاجتماعي أو لضرر ملموس يمس إعمال حقوقهم بسبب استخدام ذخائر عنقودية.

As those munitions were known to have indiscriminate effects, why should their use be allowed for another 12 years? The option of deferring compliance with such provisions would serve only to legitimize the use of cluster munitions, that were indiscriminate, and would not advance the ultimate objective of protecting civilians during and after armed conflict.
