91- وأُعرب عن رأي مؤداه أن الامتثال الصارم لمعايير الأمان عند استخدام مصادر القدرة النووية في الفضاء الخارجي أمر مهم.

The view was expressed that the use of NPS in outer space should, to the maximum extent possible, be restricted until the safety framework had been clearly defined and progress had been made towards more specific commitments in terms of their use in outer space and comprehensive and transparent information setting out the measures taken to ensure safety should be provided for other countries.
147- ورئي ضرورة تقييد استخدام مصادر القدرة النووية في الفضاء الخارجي إلى أقصى حد إلى حين تحديد إطار الأمان بوضوح وإحراز تَقدّم صوب إعلان التزامات أكثر تحديدا فيما يتعلق باستخدام هذه المصادر في الفضاء الخارجي وبتزويد البلدان الأخرى بمعلومات شاملة وشفافة تبيِّن التدابير المتخذة لضمان الأمان.

The view was expressed that the progress achieved by the Joint Expert Group demonstrated the value of combining the expertise of the Subcommittee in the use of NPS in outer space with that of IAEA in designing a nuclear safety framework.
138- وأُعرب عن رأي مفاده أن التقدّم الذي أحرزه فريق الخبراء المشترك يبرهن على قيمة الجمع بين خبرة اللجنة الفرعية في مجال استخدام مصادر القدرة النووية في الفضاء الخارجي وخبرة الوكالة الدولية للطاقة الذرية في تصميم إطار أمان نووي.

The Legal Subcommittee noted the progress in, and positive benefits of, the cooperation of the Joint Expert Group of the Scientific and Technical Subcommittee and the International Atomic Energy Agency in the development of an international safety framework for the use of NPS in outer space.
86- ولاحظت اللجنة الفرعية القانونية ما أُحرز من تقدُّم في التعاون في إطار فريق الخبراء المشترك بين اللجنة الفرعية العلمية والتقنية والوكالة الدولية للطاقة الذرية وفوائد هذا التعاون الإيجابية، من أجل صوغ إطار أمان دولي بشأن استخدام مصادر القدرة النووية في الفضاء الخارجي.

Some delegations expressed the view that the Legal Subcommittee should consider revising the current legal regime governing the use of NPS in outer space by developing, on the basis of the Safety Framework, a binding instrument to regulate the use of NPS in outer space.
95- وأعرب بعض الوفود عن رأي مفاده أن اللجنة الفرعية القانونية ينبغي أن تنظر في تنقيح النظام القانوني الحالي الذي يحكم استخدام مصادر القدرة النووية في الفضاء الخارجي بأن تضع، بالاستناد إلى إطار الأمان، صكّا ملزما لتنظيم استخدام مصادر القدرة النووية في الفضاء الخارجي.

The view was expressed that the Safety Framework was not adequate in its present form to meet the challenges posed by the use of NPS in outer space and that, in the regulation of the use of NPS in outer space, due consideration should be given to relevant norms of international law, the Charter of the United Nations and the United Nations treaties and principles on outer space.
147- وأُعرب عن رأي مفاده أنَّ إطار الأمان غير كاف في شكله الحالي للتغلّب على التحديات الناشئة عن استخدام مصادر القدرة النووية في الفضاء الخارجي وأنَّ من الضروري أن تولي اللوائح التنظيمية لاستخدام تلك المصادر في الفضاء الخارجي الاعتبار الواجب للقواعد ذات الصلة في القانون الدولي وميثاق الأمم المتحدة ومعاهدات الأمم المتحدة ومبادئها المتعلقة بالفضاء الخارجي.
