2. Encourage States, competent international organizations, entities and other relevant stakeholders to take into account the present Declaration and the International Guiding Principles on Alternative Development when designing and implementing alternative development strategies and programmes;
2 - نشجع الدول والمنظمات الدولية المختصة والكيانات المعنية وسائر الجهات المعنية على أن تأخذ في الاعتبار هذا الإعلان والمبادئ الإرشادية الدولية بشأن التنمية البديلة عند وضع استراتيجيات وبرامج للتنمية البديلة وتنفيذها؛

(z) To encourage partners in cross-border alternative development activities to consider measures to support the implementation of alternative development strategies and programmes, which may include special preferential policies, protection of property rights and facilitation of the import and export of products, in accordance with relevant international law, including trade agreements;
(ض) تشجيع الشركاء في أنشطة التنمية البديلة العابرة للحدود على النظر في اتخاذ تدابير لدعم تنفيذ استراتيجيات وبرامج للتنمية البديلة يمكن أن تتضمن سياسات تفضيلية خاصة وحماية حقوق الملكية وتيسير استيراد المنتجات وتصديرها، وفقا للأحكام ذات الصلة من القانون الدولي، بما في ذلك الاتفاقات التجارية؛

Alternative development, which includes, as appropriate, preventive alternative development strategies and programmes, should be formulated and implemented by taking into account the vulnerability and specific needs of the communities and groups affected by illicit cultivation of crops used for drug production and manufacture, within the broader framework of national policies.
4- ينبغي أن تُراعى في صوغ وتنفيذ سياسات التنمية البديلة، التي تشمل، حسب الاقتضاء، استراتيجيات وبرامج للتنمية البديلة الوقائية، جوانب الضعف في المجتمعات والجماعات المتضررة من الزراعة غير المشروعة للمحاصيل المستخدمة في إنتاج وصنع المخدِّرات واحتياجاتها المحددة، وذلك ضمن الإطار الأوسع للسياسات الوطنية.

4. Alternative development, which includes, as appropriate, preventive alternative development strategies and programmes, should be formulated and implemented by taking into account the vulnerability and specific needs of the communities and groups affected by illicit cultivation of crops used for drug production and manufacture, within the broader framework of national policies.
4- ينبغي أن تُراعى في صوغ وتنفيذ سياسات التنمية البديلة، التي تشمل، حسب الاقتضاء، استراتيجيات وبرامج للتنمية البديلة الوقائية، جوانب الضعف في المجتمعات والجماعات المتضررة من الزراعة غير المشروعة للمحاصيل المستخدمة في إنتاج وصنع المخدِّرات واحتياجاتها المحددة، وذلك ضمن الإطار الأوسع للسياسات الوطنية.
